2 WSP-ATR submissions
SDFs to complete WSP-ATR and submit in EXCEL not

6Mandatory Grant recovery by employers
- (SDA 1998 Grant Regulations 6 10)
- 10.(2)A SETA may not pay MG to an employer who is
liable to pay the SDL into section 3(1) of the
SDLA unless the employer- - (a) has registered with the Commissioner into
section 5 of the SDL Act - has paid the levies directly to the Commissioner
in the manner and within the period determined in
section 6 of the SDL Act - is up to date with the levy payments to the
Commissioner at the time of approval and in
respect of the period for which an application is
made - (d) has submitted a WSP that contributes to the
relevant SETA sector skills plan as
contemplated in section 10(1) of the Act within
the timeframes prescribed in regulation 6(2) of
these regulations and
7Mandatory Grant recovery by employers
(e) with effect from 2006 / 2007 financial year
and in subsequent financial years, has submitted
an ATR that has been verified by a SETA Board as
having contributed to the implementation of the
previous financial years WSP except for an
employer contemplated in subregulation 6(1)(c) of
these Regulations. (3) Employers who fail to meet
the prescribed criteria will forfeit the grant
referred to in regulation 6 of these regs. In
addition, Section 10 (5) of the MHSA, 1996, as
amended reads All mines must submit a
workplace skills plan and the annual training
reports to the Mining Qualifications Authority.
8 MQA Approval criteria
SUBMISSION DEADLINE is by 30 June 2010 (approved
extensions 31st July 10), or within 6 months of
new employers registering for the SDL CORRECT
FORMAT utilised (including OFO) Proof of
BANKING DETAILS is submitted The WSP-ATR is
signed-off in accordance with the MQA
requirements and necessary pages have been
submitted to MQA WSP-ATR submissions that do
not comply with the criteria will be returned and
employers will be allowed up to one month to
rectify amendments required. Failure to do so
within the one month period and by no later than
31 July 2010 will result in the Mandatory Grant
being forfeited The proof of training
completed must NOT be submitted but records must
be kept by the employer and must be available to
MQA for auditing as and when requested.
9Important to note
- Typical reasons for non-approval of WSP-ATRs and
non- payment of the Mandatory Grant during the
previous years are - Levy numbers- incorrect, missing digits, not the
one against which organisation pays levies,
sub-levy numbers omitted, levy number not with
MQA - Application submitted to the wrong SETA
- Incomplete WSP-ATRs ALL information requested
must be completed, incl SIC codes - Banking details outstanding Organisations must
provide a copy of a cancelled cheque or a bank
statement - No submission of required signatures either all
or some.
10Using Excel
- Download excel WSP-ATR format (S or M/L) from
www.mqa.org.za - You only need Excel on your computer
- Intelligent Excel spreadsheet (checks SDL, OFO
list lookup etc) - Only 2 things you need to know to get started
- How to enable macros and
- How the sheets with the full OFO work.
11Enabling full functioning of the WSP-ATR Excel
spreadsheets
- In order for the Excel spreadsheet to function
fully, you need to have macros enabled in Excel.
The next few slides will explain exactly how to
do this in Excel 2003 as well as Excel 2007.
12 Excel 2003 enabling macros
- You need to set you macro Security level to low
in order for the spreadsheet to function fully. - In Excel, click on Tools Macro Security
- Select the Security level tab.
- Select the Low level. This will allow the macros
for the spreadsheet to run. - Click OK.

14If your macro security level is set to any other
level, for example High, you will receive the
following message and you will need to change
your settings as shown above
15You may now open the spreadsheet.If the
following message appears, click Update.
16 A second message like the one below will
appear. Click Continue. You may now use the
spreadsheet. All functionality will be enabled.

20If you dont have the spreadsheet open
- If you are using Excel 2007
- You need to enable all macros in order for the
spreadsheet to function fully. - In Excel, click on the Developer Tab
- Click Macro Security
- Select Enable All Macros
- Tick Trust access to the VBA project object
model - The screen will look like the one below

22- You may now open the spreadsheet. All
functionality will be enabled for the worksheet
to function properly. - If you do not enable Macros as stated above,
certain functionalities will be disabled on the
worksheet, for example the ENTER buttons will
seem to not work, and you will get the following
error message
If you get this message, close the spreadsheet,
re-open excel and follow the instructions from
number 1) above. Once these instructions have
been followed, you may re-open the spreadsheet
and all functionality will be enabled.
23 Completing sheets that require full OFO
- M/L Occupational distribution of workforce
(2.2.1 ) Scarce Skills (3) - Select an Occupational Category before selecting
an Occupational Title and Code. You will NOT be
able to select an Occupational Title if the
Occupational Category dropdown is empty - After adding your data, make sure you click or
tab off the cell you last added data into, before
clicking the ENTER button. If the last cell to
have data added is still selected, the ENTER
button will not work - To delete any added rows, highlighting the entire
row by clicking on the row number on your left,
right click and then select Delete.
