LSC Goals

How is the UK doing?
  • 35 do not have a level 2 qualification
  • 18th out of 30 OECD countries for level 2
  • 20th out of 30 for intermediate qualifications
    (L3)
  • 11th out of 30 for high level skills (level 4 )
  • Leitch Review sets challenging targets to make
    the UK more competitive.

Issues from SectorReview
  • 1 million people are employed in Social Care
  • Between 1999 and 2004 the sector grew by 12
  • Employers continue to report high turnover
  • 244,000 employees have not achieved a level 2
    qualification (25)
  • Continued growth in demand at level 2, 3, and 4
  • Reduced demand for level 1 and low level skills
  • A significant number of workers have skills for
    life needs

  • By 2010 the adult FE budget will be through train
    to gain demand led provision
  • Only SSC approved qualifications will be funded
  • SSA and SQS will be used to focus funding where
    employers need it

Train to Gain
  • A new service to help businesses across England
    get the training they need to succeed and stay
    successful.
  • The new Train to Gain service consists of two
    principle elements
  • Skills Brokerage
  • Flexible and responsive training provision

    standard and linked to a reformed business
    support service
  • Access to LSC funded programmes Skills for
    Life, first NVQ level 2 qualifications, Level 3
    trial and Apprenticeships
