General environment

• The education fund has been decentralized.
  Responsibility for training of shop stewards has
  moved from TUC to individual unions
• A minor fund, FKC, has been established to
  facilitate collective development activities
• All in all - new competition - less co-ordination
  - more variety - less joint ownership. This calls
  for more focus on facilities for co-laboration
  and knowledge sharing?
