• assessment of availability of water resources
  -temporally and spatially, and in quantity and
  quality,
• management of the resource in times of excess and
  scarcity in order to minimise the impact on
  society

• placed significant responsibility on the
• hydrology community within WMO,
• provided a challenging opportunity to CHy
• WMO should raise the profile of hydrology
• and thus establish a strong visibility in
• water resources

  WMO to be well understood and relevant to the
