Title: HYDROLOGY AND WATER RESOURCES PROGRAMME

1
HYDROLOGY AND WATER RESOURCES PROGRAMME
  • INDEPTH REPORT OF THE
  • PRESIDENT OF CHy
  • Presented by
  • Datius Rutashobya
  • (President of CHy)

2
ROLE OF HYDROLOGY AND WATER RESOURCES WITHIN WMO
  • Integrated use and management of freshwater
resources is essential to sustainable development
  • Fundamental role of WMO
  • assessment of availability of water resources
-temporally and spatially, and in quantity and
    quality,
  • management of the resource in times of excess and
scarcity in order to minimise the impact on
    society

3
ROLE OF HYDROLOGY AND WATER RESOURCES WITHIN WMO
  • Climate variability and change are driving
  • forces behind the availability of water
  • resources,
  • Hence The weather, climate and water
  • programmes of WMO must collaborate so
  • as to address key components of water
  • resources management

4
IMPLEMENTATION OF WORK OF CHy
  • CHy Projects
  • Decision of CHy-XI (5 projects)
  • Different stages of progress reached
  • Success achieved through directing
  • resources and efforts to key project areas
  • By CHy-XII, some projects would be
  • concluded, others carried over

5
IMPLEMENTATION OF WORK OF CHy
  • Resources originally foreseen for holding a
  • second meeting of WGs re-oriented to
  • support experts in their tasks
  • Closer alignment between the work of the
  • HWRD and the work of the Commission
  • Result Satisfactory progress achieved by
  • both WGs (details available in Doc. 7(1))

6
IMPLEMENTATION OF WORK OF CHy
  • In future
  • Identify experts whose major activity is
  • close to the CHy programme topic
  • Selected experts should have the desired
  • technical, scientific and managerial skills
  • Establish a better mechanism for tracking
  • the progress of the experts work

7
COOPERATION BETWEEN CHy AND RAs WGsH
  • Areas of cooperation identified
  • CHy president and vice-president
  • participated in some WGH sessions
  • Priority areas identified by various RA WGsH
  • taken into consideration while preparing the
  • proposed future programme of work of CHy

8
COLLABORATION WITH OTHER TECHNICAL COMMISSIONS OF
WMO
  • Continued collaboration has been in
  • Future WMO Information Systems
  • Regional Climate Centres
  • Natural Disasters
  • Collaboration will also be in
  • Coastal areas
  • WMO Quality Management Framework

9
FUTURE PROGRAMME OF WORK OF COMMISSION FOR
HYDROLOGY
  • Major work areas
  • Capacity building and technology transfer
  • Hydraulics and hydrometry
  • Water resources availability and use
  • Flood forecasting
  • Disaster mitigation - floods and low flows
  • (risk management)
  • WHYCOS and international data access and
  • exchange.

10
FUTURE PROGRAMME OF WORK OF COMMISSION FOR
HYDROLOGY
  • CHy-XII (20-29 October 2004) to discuss a
  • more flexible approach to the structure of
  • the Commission
  • All Members would have opportunity to
  • identify experts

11
THE EVOLVING ROLE OF WMO
  • The subtitle "weather, climate and water has
  • placed significant responsibility on the
  • hydrology community within WMO,
  • provided a challenging opportunity to CHy
  • WMO should raise the profile of hydrology
  • and thus establish a strong visibility in
  • water resources

12
THE EVOLVING ROLE OF WMO
  • Exercising its leadership role in water
resources, in a proactive manner, would assist
WMO to be well understood and relevant to the
    challenges of the 21st century
  • Representation of hydrology in EC membership
  • (Add hydrology position to EC)
