Registration
  • From April 2010 Registration under the Health
    and Social Care Act 2008.
  • Key function of CQC
  • Registration flows from activity rather than type
    of provider.
  • 18 registration requirements across both health
    and social care.
  • Risk based and proportionate
  • Fees for registration- sliding scale based on
    size capacity and charitable status

16

  • Consultation on scope last summer.
  • Consultation response released yesterday and
consultation on requirements and wording of scope
    launched
  • Consultation on Registration Guidance has
    commenced.
  • April 2010- Registration commences

17
Registration
  • It will cover
  • NHS Trusts and services providing the 14
    regulated activities
  • Services previously registered under the Care
    Standards Act 2000
  • Same for Childrens services and adult healthcare
  • Childrens social care will remain with Ofsted

18
Registration substance misuse
  • Tier 4 accommodation together with intensive
    treatment.for people recovering from
    addiction.
  • Treatment of disease, disorder or injury
  • The definition covers care or treatment for a
mental disorder, by or in a multidisciplinary
team containing any of the healthcare
professionals listed in paragraph A.103. This
    includes counselling and psychotherapy services,
where carried out by those professionals. The
term mental disorder is defined to mean any
disorder or disability of the mind, including
    dependence on alcohol or drugs.

19
Registration substance misuse cont
  • The policy is to not include services that are
    not carried out by or
  • in a multidisciplinary team containing healthcare
    professionals as
  • set out in paragraph A.103. ..
  • ..except some counselling and psychotherapy
services, and social worker or psychologist
services that are not provided within
    multidisciplinary teams.

20
Registration substance misuse under review
  • refining definitions for community based
    (non-residential) drug and alcohol services,
where we have identified the risk and think that
    system regulation can address them..
  • Therefore more may come into the scope ( in
    2011?)
  • Counselling and psychotherapy ..some areas are
relatively risky and should be within the scope
of registration.. but some found to
have less inherent risk, with little to be gained
    from system regulation.
  • ..lack of clarity and difficult to distinguish
between the range of counselling and
    psychotherapy services.

21
18 requirements- here are the 10 highlights

    address?
