2Presentations we have seen/heard
- Multimedia presentation on Gender and
Subpopulation groups WBI/UNECE Statistical
Division - Measurement Issues and Multiple discrimination
Gender and Ethnicity, Ko Oudhof, Statistics
netherlands - Moving on up? Statistics on gender and ethnic
group in the Equal Opportunities Commissions
investigation into ethnic minority women and
work, Karen Hurrell, Equality and Human Rights
Commission, UK
3Measurement issues and multiple discrimination
gender and ethnicity
- inequality and how it leads to discrimination
- different types of discrimination as multiply
discrimination, compound discrimination and
intersectional discrimination - general strategy to measure inequality among
sub-population groups, also its discriminatory
variant
4Statistics on gender and ethnic group in the
Equal Opportunities Commissions investigation on
ethnic minority women and work/employment
- to develop existing and new sources of statistics
in order to extend the evidence available - challenges facing statistics disaggregated by sex
and ethnic groups - Solutions
- Census (but every 10 years) LFS
- Small surveys they do provide indicative results
which can be used effectively to draw attention
to specific issues - Equal pay Secondary analyses of the Labour force
Survey - Important the final Report also proposed the
set of indicators
5Video Gender and Population Sub Groups
- Ethnic, language, religious and migration
- and gender and these identified groups
- Gender analyses of ethnic or cultural groups is
an essential element of socio economic analyses - National statistical offices do not include
sensitive questions - Population sub groups is very small proportion
problem with sample surveys
6Video Gender and Population Sub Groups
- Population census better tool but only every 10
years and does not cover socio economic data
in great detail - Administrative data valuable source of
information, but there is no ethno cultural
variables recorded - Ethnic and cultural data - Create trust the
issue is HOW?
7All three presentations
-
- how important it is to collect gender and ethnic
disaggregated data, what are the issues and
challenges related to data collection and
analysis, how we can use it. - Demand for data and indicators disaggregated by
sex and ethnicity must come from government
8What is next?
- Clear responsibility distribution need
- to be established between
- Statistical office (data production)
- ministries (application of indicators in
reports/analysis), - Local level institutions (recording information)
and - Communities (trust into institutions/not afraid
to state ethnicity).
9What needs to be done?
- Census rounds (ethnicity questions should be
carefully discussed with statistical offices
awareness raising in communities to decreased
levels of fear)? - Governments needs to be trained on how to use
disaggregated data for monitoring welfare
situation of sub-population groups? - Administrative structures need to be reviewed and
responsibilities discussed? - Budgets for sample surveys with extra boosters
need to be created?
