STATE FUNDING And how it affects districts.
  • IDEA 2004 authorizes a 7-year appropriation path
    to full funding.
  • The Oregon Department of Education has
    traditionally distributed approximately 95 of
    its federal funds to districts. The majority
    comes through formula distribution, the balance
    through discretionary contracts and grants that
    provide services and build local capacity.
  • Districts will continue to receive their formula
    distributions on the same time schedule.

    state-level discretionary activities.

    for high cost students.
  • In its current format, the Oregons High Cost
    Students Fund allocates to ODE 12 million off
    the top of the state school fund to administer
    the specialized fund.

    to meet state-law mandated funding obligations.
  • A state may not use Part B funds to satisfy
    state-law mandated funding obligations to
    districts, including funding based on student
    attendance or enrollment, or inflation, in
    complying with supplementation of state, local
    and other federal funds provisions and relating
    to maintenance of state financial support
    provisions. 612(a)(20)

  • IDEA 2004 adds an exception to the local
    maintenance of effort (MOE) requirements.
  • For any fiscal year for which the federal
    allocation received by a district exceeds the
    amount received for the previous FY, the district
    may reduce the level of expenditures by not more
    than 50 of the excess. 613(a)(2)(C)(i)

    state shall prohibit the district from reducing
