General program overview
  • 1. Definition
  • Acts Non-Residential Services provides
    treatment, intervention, and UDS services for
    Substance Abuse Co-Occurring disorders on an
    Outpatient basis within Hillsborough County.
  • 2. Goal
  • To provide an integrated system of care promoting
    a holistic approach towards physical, mental,
    spiritual, and environmental factors to increase
    stability and self sufficiency of the client.

Target population
  • Non-Residential Services primarily targets adult
    clients which includes and is not limited to the
    following
  • 1. Substance abuse issues
  • 2. Pregnant females
  • 3. IV drug use
  • 4. Co-Occurring disorders with primary substance
    abuse diagnosis
  • 5. Involved in legal system (criminal family
    courts and diversion programs)
  • 6. Referred for services from other agencies
    (substance abuse, mental health, and community)
  • Non-Residential Services provides assessments to
    Youth clients with appropriate referrals made
    based on needs determined by assessment

Services provided
  • 1. Psychosocial Assessment bundled package
    including baseline UDS to verify client's
    self-report of use.
  • 2. Outpatient Detox Program (OPD) For adult
    clients who meet criteria for Sub-Acute care or
    step down from Acute care program.
  • 3. Adult Recovery Support (ARS) A treatment
    readiness program with groups, random UDS
    testing, individual session (when indicated), and
    case management services.
  • 4. Adult Outpatient Program (AOP) Which includes
    weekly group therapy, weekly or bi-weekly
    individual sessions (determined by assessment),
    random UDS testing, and case management services.
  • 5. Adult Aftercare Program Weekly groups,
    bi-weekly individual sessions, random UDS
    testing, and case management services.

Services provided (continued)
  • 6. Family Intervention Services (FIS) Per
    referral from HKI which includes monthly face to
    face, random UDS testing, referrals for services,
    assistance with HKI case plan, and case
    management services.
  • 7. Court liaison For Marchman Act Dependency
    Drug court clients only.
  • 8. Med Clinic provides Psychiatric evaluation
    and medication management services to aid with
    mental health issues. These services are for a
    brief duration until the client has been
    connected with a mental health provider for
    continued care beyond acts services being
    provided.
  • 9. Collection Site for urine sample collection
    six days a week per color code system, referral
    slip from requesting agency/party, or for general
    public at a fee of 25.00 per drop.

Qualifications of Staff members
  • Treatment staff members are master's level
    counselors currently there are also two masters
    level intern placements.
  • Two Licensed Mental Health Counselors on staff
    are Medicaid recognized Qualified Professionals
    with NPI.
  • CEU hours towards license renewal and licensure
    supervision are provided through the agency.

Determination of Medicaid eligibility
  • Utilization of Medifax system to determine if
    client is Medicaid eligible
  • 1. Presentation of Medicaid card at the point of
    intake and/or client asked if currently Medicaid
    eligible.
  • 2. Medifax run at time of assessment on all
    clients. With immediate discharge from point of
    assessment due to entering into ARS program.
  • -Verification of Unscheduled Services completed.
  • 3. Medifax run on clients at the point of entry
    into AOP program.
  • 4. Medifax run monthly, at the start of the
    month, on all current AOP clients to verify still
    Medicaid eligibility.

  • 7. Urine collection (T1015-HF)

Outreach
  • 1. Court liaison networking with all parties
    involved in court and outside of court.
  • 2. Contacting referral sources by phone, e-mail,
    and monthly reports throughout the length of care
    for collaborating information and potential
    linking of additional services.
  • 3. Follow-up on ancillary referrals made to link
    client for additional services outside of acts.
  • 4. Ongoing networking within the department for
    contact sources and programs available for our
    clients.
