2The Oslo fjord area
3- The Safe Oslo Fjord project describes a task
under the auspices of the Norwegian ARENA project
Innovation in Homeland Security - The aim is to incorporate the vision of a safe
and secure Oslo fjord as governed by national and
international regulations - Potentially 23 Norwegian companies will
participate
4- As part of the study on maritime security, an
overview of the technological expertise of the
participating FSi companies have been
catagorized - The capabilities have been assessed with
respect to the national and international
security regulations - Areas of potential research have been
identified

- Communication units for external communication
- GSM, GPRS, 3G terminals
14Expertise planning / support
- Scenario simulations
- Simulation of communication coverage
- Planning tools for complex operations
- Crises management training
15Some potential national security / safety
requirements
- Protection of critical infrastructure from
accidents / terrorism - Surveillance of ship traffic
- Container-scanning
- Large ship accidents, e.g. an oiltanker sinks
in the Oslo fjord
16Identified IMO requirements
- Handling of ships arriving from non-ISPS code
verified ports - Level 2 and 3 in the ISPS code
- Technology push security demand ?
17Technological objective harbour surveillance
- Automatic identification of all activties in
the harbour both over and under water - Container scanning / tracking
- Surveillance of critical objects
- Under water inspection of ships
- Identification of abnormal behaviour
18Technological objective maritime surveillance
- Automatic detection of all vessels in the Oslo
fjord - Automatic identification of all larger ships
- Surveillance of critical objects
- Under water inspection of ships
- Identification of abnormal behaviour
19Guidelines for security research - proposal
- Solves an existing technological security problem
- Can be integrated into existing security/ safety
infrastructure - Increases the security both emotional and
technical - Have a security/safety market potential
- Should involve several companies
20Safe Oslo Fjord technological security
challenges
- EO detection and identification of sea
targets - Sonar identification of divers
- Radar small target detection and
classification - Sensor fusion (EO, radar) (green laser, sonar)
- Integration of C3 and sensors for automatic
identification - Behaviour assessment
21Conclusion
- The project Safe Oslo Fjord can be implemented
using existing national technology capabilities
and additional technology research - International cooperation is encouraged
