  • Food security has become policy focus since the
    beginning
  • Prior to the new era (Soeharto Regime)
    Indonesia often experienced food shortage
  • Large amount of resources were devoted to promote
    food production in the last three decades
  • Indonesia has been remarkably success in
    achieving food security

Progress in Eliminating Food Insecurity
  • Food availability increased from 2,000 calories
    in 1970s to 2,500 calories in 1990s
  • Poor people decreased from 45 in 1970s to 12 in
    1995
  • Daily food supplies increased from 2,035
    k-cal/cap to 2,887 k-cal/cap and to 3,000
    k-cal/cap today
  • Food critical group was 11.98 in 1996 and has
    increased substantially to 42.82 in 1999 due to
    the economic crisis, but has declined to 15.66
    in 2002

    agriculture efficiency to be able to compete with
    foreign products
  • Special credit scheme has been partially
    supporting farmers, more comprehensive programs
    should be designed

Measures to Eliminate Hunger
  • Specific Department was set up at national level
    responsible in handling support to those affected
    by seasonal hunger
  • The Department was the dissolved in 2000 and now
    the responsibility is in the hand of local
    governments

Conclusions Striking Feature
  • Food security has always been in the center stage
    of national policies
  • Measures put in place to guarantee food security
    have produced good results although not as
    remarkable as expected
  • Policies that will provide enough incentives to
    farmers need to be put in place in the future in
    order to ensure productive and efficient
    agriculture
