DCFTA Gradual integration into EU economy
  • The objective of DCFTA forms an integral part of
    the Association Agreements.
  • Mutual market access through a DCFTA. Open
    markets and economic integration are essential to
    the development.
  • A longer-term goal creation of a network of
    bilateral agreements among the partners, possibly
    leading to the creation of a Neighbourhood
    Economic Community.

DCFTA
  • Goes beyond WTO rules. Covers substantially all
    trade in goods and services between EU and
    partners and aims at the highest possible degree
    of liberalisation.
  • Covers domains like rules of origin, sustainable
    development, intellectual property right, public
    procurement, customs etc.
  • Includes strong legally-binding provisions on
    trade and economic regulatory issues.

Preparatory process
  • Need to show the level of preparedness to put up
  • with the effects of such an ambitious agreement
    (far-reaching market access liberalisation,
    regulatory approximation)

Level of preparedness
  • Partner countries - Armenia, Azerbaijan, Belarus,
    Ukraine, Georgia, Moldova
  • Tailor-made approach - need to be tailored and
    sequenced to take account of each partner
    countrys economic circumstances and state of
    development, including a certain level of
    asymmetry if appropriate.
