History of ScIP
  • Created in 1979 as the Delaware Postsecondary
    Scholarship Fund
  • Redesigned and renamed Delaware Scholarship
    Incentive Program (ScIP) in 1996 to reward
    academic achievement
  • Originally need-based grant for full-time
    undergraduates
  • and graduates
  • Merit component added 1996

Eligibility requirements
  • Delaware resident
  • Valid FAFSA filed by April 15
  • Demonstrate exceptional need
  • Undergraduate attendance at a Delaware or
    Pennsylvania institution
  • Undergraduates and graduate-level students are
    considered if major is not offered at a Delaware
    public institution
  • Minimum 2.5 GPA

Application process
  • Student completes FAFSA ISIR downloaded from ED
    Express
  • School, major, and classification are obtained
    through initial correspondence
  • Transcript is requested if student meets initial
    requirements
  • If need is evident, grant is awarded. Incremental
    increases made based on GPA for undergraduates

Awarding of ScIP
  • Schools are notified of recipients via roster
    generated by TTL4 school code
  • Schools must confirm recipients full-time
    enrollment, major, EFC, residency, and GPA
  • Award adjustments are made based on the schools
    confirmation
  • Payments are made after the roster is returned
    each semester

Other information
  • Approximately 13,000 FAFSAs are received annually
  • About 1100 students were awarded in 2004-05
  • Two-thirds of applicant pool is eliminated due to
    non-response to correspondence or ineligibility
    due to residency, major, or school
  • Students can appeal a denial based on major or
    residency
  • Need level is determined annually
  • Average award for 2004-05 was 1287

In conclusion
  • Since 1996, over 11,100 students have been
    awarded ScIP grants, totaling over 13 million in
    aid
  • In addition to ScIP, the Higher Education
    Commission administers 22 other state-sponsored
    financial assistance programs
