2
Global Unique Well Identifier Initiative
  • 7th Data Management Conference, May 03
  • Panel discussion led by Kris Gibbons, Shell
  • Volunteers formed a working and review team
  • Proposal Discussion Document
  • http//www.posc.org
  • Public comment period February March 04
  • Editors
  • Kris Gibbons, Shell
  • John Adams, ConocoPhillips
  • Alan Doniger, POSC

3
Proposal
  • Form and operate a world-wide, Well and Wellbore
Identity Service for the oil and gas industry.
  • We believe that this is possible if
  • We keep the best interests of the industry in
    focus
  • Motivate the most qualified service providers
  • Bring to life a standards-based, meaningful set
    of definitions and procedures

4
Proposal
  • Primary driver
  • Cost savings through reducing or eliminating
multiple, similar efforts on a company by company
    basis
  • The time for this initiative is now.
  • Join the effort with your suggestions and
    participation.

5
Initial Team
  • Editors John Adams, Alan Doniger, Kris Gibbons
  • Reviewers
  • Chris Gaudry, MMS
  • Richard Hermann, A2D
  • Gregory Kushnir, Tobin
  • Mike Mishler, ExxonMobil
  • Pat Ryan, Nexen
  • Damon Simmons, Marathon
  • Pete Stark, IHSE
  • Chris Troyer, Burlingon Resources

6
Vision
  • Create and effectively manage a single point of
    contact for well/wellbore identity registration,
query, and conflict resolution all available
without constraint or fees to the global industry.

7
Mission of the Team
  • Describe the vision, benefits, costs, etc. of a
solution sufficiently well to establish the
feasibility of achieving the vision and to evolve
the promotion of this initiative and the custody
of the associated industry standards to POSC.

8
Benefits
  • Direct cost savings
  • Replace in-house or contracted management of
    well/wellbore identity registration, query, and
conflict resolution with a much less costly
    interface/coordination function using the global
    Well Identity Service.
  • Indirect cost savings
  • Reduce instances of re-doing work after
    well/wellbore identity problem is discovered
  • Simplify data integration
  • Improve efficiency of AD activities
  • Etc.

9
Funding
  • Could be supplied by sponsorships from companies
that will realize the most benefits.
  • Value-added services may be added by service
    providers.
  • Expanded services for registration of other type
of identifiers would raise additional funding,
e.g. for reservoirs, basins, fields, leases, etc.

10
POSC Data Store Solutions SIG
  • This user group is focused on standards and best
practices for data management and data management
    products and services.
  • This SIG can host the development of the
initiative leading to a hand-off to the steering
committee and organizations selected to carry out
    the service.
  • The SIG can serve as the ongoing user group for
    the service.

11
Basic Principles
  • Preserve Existing Identification Systems
  • Where mandated or historically established
  • Worldwide registration to assign otherwise
    meaningless, global, unique identifiers.
  • Well surface location based
  • Wellbore path from surface to bottom-hole
    location
  • Sidetracks, bypasses, re-entries
  • Associate with mandated/historical identifiers
  • Associate with small set of attributes that aid
    in identification

12
Basic Principles
  • Quality Data Control
  • Data from registered operator
  • Additions and modification follow QC procedure
  • Coverage
  • Target is at least 90 in each producing region
  • Service Level
  • Adequate for timely results to queries and
    add/modify requests

13
Basic Principles
  • Authorization
  • Based on current operator
  • Authorized hand-off when operator changes
  • Surrogate data owner per region for unrecorded
    (old, not previously known)
  • Correlations
  • Maintain mappings with mandated/historical
    identifier systems
  • Anomalies will be resolved with help of operators

14
Basic Principles
  • Getting Started
  • Efficient collection and loading process using
    existing sources with verification
  • Incremental start-up, e.g. by region
  • Sponsored Funding, Governance, Availability
  • Universal availability for registration and query
    at no cost
  • Funded by sponsoring organizations, possibly
    associated with POSC membership fees.
  • Formally governed on behalf of the sponsors to
collect, disburse, contract, monitor, and ensure
compliance on behalf of sponsors, hosted by POSC.
  • Initial development costs will be separately
    funded.
  • Service providers selected by an open RFP process.

15
Basic Principles
  • Access Technique
  • Interactive Web
  • Web Services
  • Privacy
  • Formal procedures
  • Tight wells supported
  • Audit Trail
  • Accesses and updates

16
Service Functionality
  • Customers
  • Register wells/wellbores as operator
  • Post modifications as operator
  • Run queries exact match and contextual criteria
    textual and/or spatial
  • Retrieve attributes for selected wells/wellbores
  • Retrieve identifiers for entered attributes
  • Request identifier translation
  • Single point of finding comprehensive, reliable
    well/wellbore identity data
  • Issue challenges to content addressed
expeditiously and reasonably in cooperation with
    operators/data owners.

17
Next Steps
  • The current team is preparing a Request for
    Proposal with
  • More complete business case.
  • More complete service specification
  • Industry acceptance plan
  • Target Issue RFP this summer with closing date
    in the early/middle fall.

18
Initial Ideas about Attributes
  • Notes
  • Used for registration, query, and access.
  • History maintained for some ()
  • Attributes mandatory for registration are
expected to maintained as current by operators
  • Operators are encouraged but not required to
maintain current values for other attributes.

19
Initial Ideas about Attributes
  • Well / Wellbore Identification / Classification
  • Mandatory
  • Well or wellbore name and number
  • Wellbore parent id (root wellbore well)
  • Well operator name (data owner)
  • Selected well or wellbore local naming system and
identifiers (e.g., US API, UK DTI, Alberta EUB)
  • Well country
  • Well surface and wellbore bottom hole latitude /
longitude locations with respect to a
    standards-based (EPSG) coordinate reference
    system (if known)

20
Initial Ideas about Attributes
  • Well / Wellbore Identification / Classification
  • Recommended
  • Well status
  • Well content
  • Well spud date, wellbore kick-off date
  • Well onshore or offshore indicator
  • Well offshore block/block number
  • Well field name

21
Initial Ideas about Attributes
  • Registration Information
  • Mandatory
  • Company name
  • Company contact name and associated information
  • Access restrictions, e.g. for tight wells

22
Comments Received
  • Data Vendor
  • Need commercial organization to provide the
    service
  • Regulatory Agency
  • Supports proposal noting key points preservation
of existing systems, issuing global meaningless
    ids, etc.
  • Oil Company
  • Use multiple authorized service providers
    (competitive)
  • Oil Company
  • Interest? Yes. Limit operator obligation to
    service challenges

23
Comments Received
  • Data Vendor
  • Prior AAPG effort failed to achieve wide
acceptance due to cost and insufficient
    awareness.
  • Oil Company
  • Support the proposal. No concerns from a legal
review. Service must be essentially free for
basic access. POSC should maintain the standards
used and monitor service delivery for compliance.
  • Oil Company
  • Support the proposal. Internet access for
    universality.

24
Comments Received
  • Data Vendor
  • Retain ids where reasonably constructed and using
new ids elsewhere welcome. Service costs must be
provided for on a long-term basis. Web services.
Operators should submit international data. Allow
value-added integration with other data. Warns of
costs to manage tight well registration.
  • Software Developer
  • Note wells found to have no records or approvals
  • Oil Company
  • Great proposal.

25
Comments Received
  • Oil Company
  • Provide cross-reference to country-issued ids if
these are not suitable as primary ids.
  • Regulatory Agency
  • Supports the proposal. High-level support needed
    from oil companies.
  • Oil Company
  • Great interest in the proposal. Each subsidiary
has its own ids now with aliases in the corporate
data base. Concern of conversion costs.

26
Comments Received
  • March 16 from Robert Winsloe, Managing Director,
International, and Executive VP of IHSE
  • Summary
  • Petroconsultants developed an non-N. America UWI
system used in 170 countries by governments, oil
    companies (major, national, independent), and
    service companies.

27
IHSE Comments
  • History
  • 1995, AAPG RFP to administer worldwide well
    numbers
  • For expediting electronic interchange of data
  • Petroconsultants response based on IRIS21 UWI
    number
  • 20 years experience with 190,000 wells from 170
    countries
  • Familiar with diverse reporting requirements
  • 1996, AAPG selected Petroconsultants for outside
    N. America
  • 1995 to Today
  • Annual user meetings most international oil
    companies as users
  • Today, reasoning remains valid
  • 463,000 wells

28
IHSE Comments
  • IRIS21 UWI
  • 12 digit number, machine generated, unique, no
    embedded meaning (except Petroconsultants source
    indicator)
  • What represents a well? No global definition,
    practices differ.
  • UWIs are assigned to Well Bores (as reported)
  • Links (predecessor, successor) tie Well Bores in
    a Well
  • Cross-references with National systems, vendor
    systems, and organization systems.
  • Awareness
  • AAPG Explorer article, July 1996 ?
  • Petroconsultants/IHSE and clients

29
IHSE Comments
  • Cost of Service
  • AAPG agreed on a scale of charges, but IHSE has
not applied it until now What was it?
  • Virtually all requests for UWIs come from
    existing IHSE customers
  • Only one service company request (small,
    customer)
  • Timeliness
  • 30-40 UWI requests per week. New UWI in 1 day.
    Potential duplicates are checked.
  • Other 12-digit Ids
  • fields, reservoirs, geophysical surveys, basins,
    and lithstratigraphic units

30
IHSE Comments
  • Conclusion
  • Existing system works satisfactorily for users
and at no additional cost to them.
  • IHSE spent money to acquire data for requested
wells, to process data, to quality check data to
prevent duplicates, and to load data.
  • We hear the concern expressed that UWIs are not
openly available (e.g., to service companies).
  • We have the concern of not providing competitors
data resources substantially below our cost.
  • It is the association data more than the UWIs
    that are a concern.

31
IHSE Comments
  • Conclusion (continued)
  • Majority of desired features are covered
  • UWIs for well bores, well bore links,
    cross-references
  • More cost-effective to promote and extend this
working system than to start over
  • If an RFP is issued, IHSE wants to receive it.
