INTRODUCTION

• The CBE Mandate
• Acting as advisor to the Minister on policy and
  regulations affecting the built environment
• Coordinating application of mandated policy and
  maintenance of standards role for the six
  professional councils to ensure consistency
• Conduit for communication between the Ministry of
  Public Works and the professional Councils
• Adjudicating on appeals from professional council
  members and members of the public on issues
  related to the professions and
• Ensure good governance in provision of
  professional services and protect the public
  against unsafe practices by the built environment
  professionals.

HIGHLIGHTS

• Establishing organisational infrastructure
• Registration as a Schedule 3(a) public entity
• Putting in place systems to comply with the
  Public Finance Management Act
• Funding which enabled CBE to undertake critical
  projects
• Formalization of relationship with structures
  within DPW and
• Creating public awareness of CBEs role and
  responsibilities.

ACHIEVEMENTS

• A study on Code of Conduct for the built
  environment professionals
• A study on Professional Fees for compilation of
  Tariff of fees by professional councils
• A study on Continuous Professional Development
  system to facilitate the alignment of
  professional councils
• A study on Constraints to Transformation within
  the built environment
• A study on International Best Practice standards
  to assist the CBE in benchmarking national
  standards and
• A study and engagement with the Competitions
  Commission on the Identification of Work
  Framework to enable ratification of IoD
  Frameworks for professional councils.

CHALLENGES

• Issue of capacity within the built environment
  professions to respond to critical infrastructure
  development demands initiated by government as
  well as the build up to the 2010 World Cup Soccer
  Tournament
• Consolidation of efforts by individual
  professional councils and voluntary associations
  to ensure efficient and effective service
  delivery
• Creating adequate human and institutional
  capacity within the CBE to enable it to achieve
  its mandate
• Legislative review to address identified
  challenges and
• Transformation of the Built Environment Sector.
