What is the Compendium ?

• Comprehensive overview of key policies and
  procedures of all the major aid donors
• Overview chapter 46 donor profiles
• Key tool to assist LICs in designing an external
  financing strategy which keeps their debt
  sustainable

Content

• Analysis of 19 features of donors' policies and
  procedures
• Derived from publicly available info from donor
  HQ, as well as information on actual donor
  performance in LICs
• 5 -15p long, with detailed references and
  weblinks
• Overview chapter compares info on donors across
  profiles, indicating which donors perform best on
  the various criteria

How can it help LICs ?

• Inform decision-making regarding diversification
  and rationalisation of aid portfolios
• Improve donor performance, by comparing donors
  declared best practice intentions, with their
  implementation record
• Donor behaviour varies substantially across
  different
• LICs why ?
• Tool for LICs to hold donors to account, and
  improve quality and effectiveness of aid

4 main sources of information

• OECDs DAC (incl. Peer Reviews) and information
  published by donors themselves
• Information collected from LIC experts who have
  been HIPC CBP resource people on donor policies
  and procedures
• 2005 Paris Declaration survey
• Assessments of donor performance by 30 HIPCs
  using the HIPC CBP methodology

• Finalising 46 Donor Profiles
• Progress in finalising 46 Donor Profiles
• Some are ready (11 profiles)
• Some have gaps, mainly on procedures (28
  profiles)
• Emerging donors (7 profiles)
• Translations at different stages

• EARLY OCT Preliminary version of the compendium
  distributed to HIPC aid managers
• Profiles reviewed by independent experts /
  objective donor staff
• Publish (on the internet)
• Establish system to update regularly
• Expand to include other donors
