Commission Two

• The Commission was assigned with a responsibility
  to look at the operations of the Learning
  Network.
• The following are the key issues to be addressed
  -
• Conditions for Membership
• Database Management
• Secretariate
• Steering Committee Guidelines and
• Resource Mobilization.

1. Conditions for Membership

• Learning Network Membership should be confined to
  Public Sector including Public entities
• Membership should be drawn from the professionals
  in following fields -
• Monitoring and Evaluation
• Planning
• Research
• Finance / Budget
• Public Service (Part of SAMEA) and
• SALGA.

2. Database Management

• The Commission recommends that DPLG be assigned
  with a responsibility to consolidate and manage
  the database for the Network.
• Database should include -
• Membership contact details
• ME Events and
• ME Activities.
• SAMEA, DPSA, DPLG, GCIS be used as primary
  sources of data.
• DPLG ME Webside be used to store database for
  the Learning Network.

3. Secretariate

• DPLG should provide Secretariate for the Learning
  Network.

4. Steering Committee Guidelines

• The Commission recommends that the Steering
  Committee be responsible
• To co-ordinate and drive the Agenda of the
  Learning Network and
• Conceptualize and determine key areas / issues
  for the Network.
• Membership of the Steering Committee in order to
  ensure alignment of thinking at all levels, the
  following should form part of the Steering
  Committee -
• Departments sitting on the National ME Task Team
  (DPSA, Presidency and DPLG, etc)
• PSC, SALGA, Stats SA, Treasury and
• Office of the Premiers ME Officials (one
  official per Province).

5. Resource Mobilisation

• The Steering Committee will determine resources
  required for the Network and will guide on
  resource mobilisation
• The principle of cost sharing should be
  considered (among head departments).
