What Facilities Require SPCC
  • Greater than 1,320 Gallons above ground
  • 55 Gallon and smaller containers dont count
  • Almost all have more than 1,320 gallons
  • Facilities that could discharge into navigable
    waters

What are Navigable Waters
  • The obvious big ones
  • Entire river system to uppermost tributaries
  • Lakes and ponds
  • Waters that fish and shellfish are sold from
  • Stream beds and riverbeds that normally are dry
    and only contain water during periods of rain

Things to Consider
  • Prior Spill History
  • Location (Proximity to Navigable waters)
  • Potential size of discharge
  • Soil and Terrain conditions
  • Frequency and amount of rainfall

Qualified Facilities
  • Allows for streamlined SPCC
  • Within 12 month period in last 3 years
  • No Single discharge greater than 1,000 gal
  • No Two discharges greater than 42 gal
  • Into navigable waters

Small Qualified Facilities
  • Same requirements as before, but also
  • Less than 10,000 gallons total at facility
  • May do a self-certified SPCC plan without P.E.
  • Can use a PE only for impracticability
    determinations and still self-certify

Contingency Instead of 2nd Containment
  • Must be a qualified facility
  • Must have a written contingency plan
  • Must have a monitoring program
  • P.E. is not required
  • Spill potential should be computer modeled
  • Should not be used if oil could be discharged
    into the groundwater

Containment
  • Pits, Tanks, or Ponds should be sized to hold
    100 of the oil in the largest device plus a
    reasonable amount of precipitation.
  • Must be able to drain water without possible loss
    of oil.
  • Manual valves, oil separator, polymer agents

  • Name and type of facility
  • Location of facility
  • Description of facility
  • Discussion of oil spill potential and plan
  • Who is responsible for oil spill prevention
  • Management approval
  • P.E. Certification
  • Record of Plan reviews and amendments
  • Oil spill history
  • Spill response contact information

  • 911 if immediate threat of fire, explosion, etc.
  • Local and county emergency services
  • State pollution control agency
  • EPA in your region
  • Spill response contractor
