2Context and Motivations
- In Morocco, there is an official discourse and
engagement to promote the use of ICT to enhance
the governance - There is a real progress at many levels Good
examples and several achievements - But there is no tangible impact on citizens
daily life Why? - Our project is being led to investigate potential
solutions to this important problem - Lessons learnt and best practices of this project
are common and applicable to many developing
countries
3Current Situation and Challenges..
- The majority of eGov portals developed in Morocco
are not appropriate to their users - target only literate people (less than 50 of the
whole pop.). - suppose that the user has at least a good
knowledge in manipulating and communicating with
computers - are unilingual (French)
- focus on technical aspects and not on the
portals fundamental goal which should provide
an easy, clear and quick e-service delivery. - Concern the diasporas and businesses
- there is no e-Government systems deployed in
local collectivities, where almost all G2C
interactions take place - No proximity, no contents, no localization,

- Reorganize, Reuse the Gov HR

- Guidelines to technology enablers (architecture,
connectivity, programming, tools, etc.) - Capacity building in local collectivities
- Demystification and dissemination of ICT
infrastructure/software in local collectivities

- Government executive training
- These trainings will help in raising the
awareness and the interest among politicians and
decision makers, who are key actors in the
success of any eGovernment/ance strategy - Will demystify ICT, enhance the skills and know
how of Government executives and illustrate the
business opportunity they present to them as a
tool to enhance governance and to make a
difference in serving citizens in their daily
needs

- Citizens sensitization and awareness
- In order to involve Moroccan citizens in the
process of dissemination of ICT and to enhance
the acceptability and usability indicators, we
propose to develop a customized/localized
Participatory Action research methodology. - Simulate the "learning by doing approach
Turning the people involved, i.e Moroccan
citizens, into researchers, too - People learn best, and more willingly apply what
they have learned, when they do it themselves. It
also has a social dimension - the research takes
place in real-world situations, and aims to solve
real problems.

political decision making process - Create a rollout effect
- Intensify the dissemination of ICT within the
Moroccan society in an informative way
