- A programme for people with functional impairments
2Arbetscentrum Work Centre
- Arbetscentrum is a labour market programme set up
by the City of Malmö for people with functional
impairments. - Arbetscentrum is one of six business areas which
are part of the Department of Internal Services. - The programme includes needs analyses, work
trials, work practice and various forms of
employment. - People can be enrolled or employed for long
periods in our activities. These activities
include continuous social support and discussions
aimed at increasing each individuals own insight
into his/her work capacity.
3Target group for Arbetscentrum 2009
- Arbetscentrum is for people outside the regular
labour market and for whom AIC (Work and
Integration Centre) or Labour Exchange programmes
are not enough. They need a special action
programme to find their way into employment, with
or without support.

6 Arbetscentrum tasks for 2009
- To act as a special centre of expertise for needs
analysis, testing, evaluation, employer-employee
matching and counseling to work or other
occupation. - To act as a complement to AIC and the Labour
Exchange for people who - are far from the regular labour market.
- To administer OSA jobs within the City of Malmö
- To provide Servicepatrols to young people, newly
arrived refugees and immigrants - To provide services to the Social Insurance
Agency and Labour Exchange - All efforts are to be clearly work-related even
where rehabilitation is a major component or
where the needs analysis is in order to decide
upon appropriate future planning.
7Arbetscentrum aims for 2009
- At least 75 percent of participants are to
consider that their chance of becoming
self-reliant has improved. - After participating in the Citys programmes, at
least 65 percent are to start work, start
studying or be matched up to the labour market by
the Labour Exchange or other agency. - The Citys programmes for the work impaired are
to lead to at least 400 people either starting
work or regular educational courses. - The average time spent in OSA ( sheltered
employment in the public sector) is to be
shortened.

9Rehab Team -Target groups
- People adjudged by the Labour Exchange to need
OSA. - People doing work practice prior to OSA.
- People participating in OSA programmes.
- People need of support during long work practice
as part of Arbetscentrum.
10The Rehab Team provides
- Needs analysis and process-oriented follow-up.
- Psycho-social support by individual counseling
and collaboration with other authorities. - Interviews to improve insight into work capacity
and possibility for skills development. - Preparation for work practice/employment.
11Portalen
- The target group for Portalen is long-term
unemployed adults who need greater support than
that provided by normal labour market programmes,
for example, people with mental health and/or
social-medical problems - Clients are to be over 24 years old and live in
Malmö. - The aim of Portalen is to break up patterns of
long-term unemployment and passivity, and to
increase each individuals chance to become
self-reliant.
- Registration with Portalen always ends with a
statement.
12Kompassen
- The aims of Kompassen Work testing in order to
help participants to find the right direction
towards working life, studies or other
occupations. Our aim is that after completing
their time at Kompassen, participants feel that
their chance of becoming self-reliant has
improved. Both the individual and the authority
which referred him/her are to be given a clear
picture of the possible measures to be taken. - Target group Unemployed people resident in Malmö
who are considered to have the capacity to work,
but where it is uncertain how great that capacity
is and/or it's uncertain how the individual is to
find the best way back to self-reliance. -
- Participants must
- - Be motivated to take part in work
testing. - - Be drug-free.
- - Have no serious or acute mental or
physical illness.
13IntroRehab
- IntroRehab is part of the City of Malmö
Introduction programme for newly arrived refugees
and immigrants with migration related stress,
including post traumatic stress syndrome. - The aim of IntroRehab is, as far as possible, to
provide a complete package of treatment combined
with various introduction activities.

- The help offered through Intro Rehab is
- -reduced course of Swedish studies in Intro
Rehabs study groups. - -support from Intro Rehabs social welfare officer
- -therapeutic treatment at the Red Cross treatment
center in Malmoe - - medical treatment, physiotherapy and medical
counseling at the Red Cross - - coaching towards labor market
- - trainee posts and supported employment
- - civic information
- - family therapy including therapy for children
and adolescents at TKT (a team working with
persons that suffer from injuries caused buy war
and/or torture )

- Plain facts
- -Participants can be enlisted in Intro Rehab up
to three years. - Number of enlisted is 120
- Intro Rehab has 80 posts for Swedish studies
- IntroRehab is run as a collaboration by the City
of Malmö, Region Skåne, The Swedish Migrations
Board, the Labour Exchange and the Red Cross.
16Methods in the Resources unit
- The Rehab-team has a positive main theory in the
work with disadvantaged people. - The solution-focused approach is based
on a positive view of people. To trust that human
beings have resources within that can better our
lives. We do not think that it is important with
models that explain why something has failed. The
importance is the change of a situation, not why
it has occurred in the first place. We believe
the important thing is to try to find out what is
working in a persons life and to strengthen it,
to acknowledge your resources and strengths. To
have a work to go to is a very positive thing to
start with. It gives you a good opportunity to
develop new skills and contacts. -
- In the work with changes the
motivational interviewing is a directive,
client-centered counseling style for eliciting
behaviour change by helping clients to explore
and resolve ambivalence. It is focused and
goal-directed. Many of our participants are
ambivalent about what they will do in the future.
The counsellor is directive in helping the client
to examine and resolve ambivalence. Once you have
admitted the ambivalence you can start changing
in the new direction.
17In Portalen we have
supported employment as a workrehabilitation-strat
egy. Work enables people to integrate socially.
Engagement in meaningful work has shown to be
related to the decrease of psychiatric symptoms,
higher self-esteem, better quality of life and
being financially independent The SE-method
involves individual support and supervision in
job-seeking, job-training and job-keeping
process over time.The individual get contact
with a job-coach who provides individual support
and guidance. The same job-coach follows up the
person thru all phases and helps with all
different questions in the persons life such as
physical training, planning economy, leisure-time
activities, relations, therapeutic support a s
o.Portalen have five phases- Enrollment-

- The counseling - group deals with clients
who show the will to develop their skills and who
are ready to join the regular labour market. They
are sent on work practice to companies which
match up with their qualifications, skills and

22People recruited into Service Patrols are
employed by the City of Malmö for 12 months.
Employees in Service Patrols are given clearly
defined tasks related to specific City of Malmö
organisations. There are patrols with various
specialisations.

23Fenix
- Fenix is for young adults of 18-24 for whom
regular social and labour market political
programmes are not enough. - The aim is to help the personal and social
development of these young people in order to
improve their chances to get a job or start
studying.
Activities
include individual psychotherapy, psycho-social
support and work practice.
24Fenix - Methods
-
- Work experience, psychotherapy and
social welfare support are cornerstones of the
treatment work. -
- In consultation with the client and
social welfare officer responsible for the care,
we prepare an individual treatment plan, which
contains definitions of problems, objectives,
methods and time frames. -
- The participants can be enrolled for
three years with follow up and social support at
their employment/employer. - Theoretical foundations
- In the client work at Fenix, we work on the
basis of the development line within
psychoanalytical theory known as object relations
theory. This orientation puts the emphasis on the
individuals early relationships with emotionally
significant people and how these relationships
result in the development of the personality. -
- The intention is to create the trust
that is necessary to enable the client to dare to
identify and discontinue old, destructive
structures. -
- The psychologists and social welfare
officers collaborate in accordance with the
overall principles for psychodynamics treatment
work.
25KrAmi
- KrAmi is a collaboration by the Prison and
Probation Service, City of Malmö and the Labour
Exchange. The cornerstones are introduction to
working life, getting a job, support and
follow-up. - The programme is for men of 20-35 years who are
registered with the Prison and Probation Service,
Social Services and the Labour Exchange. The aim
is for participants to find, get and keep a job
and to make their leisure time meaningful.
26KrAmi - Theoretical foundations
- In the client work KrAmi work on the basis of,
Consequence - pedagogy. - Consequence - pedagogy is a pedagogical
approach, with it's base in an extential and
humanist world view and developed in Denmark by
Jens Bay. - The basis of this pedagogical approach
is that individuals develop socially through
interaction with others and that each individual
is responsible for her actions and the
consequences which follow them. Consequences are
not punishments or sanctions, but logical
outcomes of ones actions. The individual shows
who she is through her actions. - Contract
- Under the time at KrAmi the demands are that I

- - No to use of drugs
- - No to use of alcohol during activities at
KrAmi - - No to use physical violence or to solve
conflicts with violence - - Yes to take drug-analysis at request

- While I participate in KrAmi I am
expected - - to show interest in my work and in KrAmis
activities - - to announce if I for some reason cant
participate - - to participate in at least one social
activity during the week - - to keep agreed times
- - to keep decided agreements
- If I dont perform on top off the
demands and the expectations I have to take the
consequences as - - talk
- - unloading or discharge
- - Unloading involves that I am
precluded from my work as well as from all
activities - during agreed period (mostly one
week) - The participants are guarantied a job if
they keep the demands. They can be enrolled for
three years according to the length of financial
support of the salary from the employment office
28Kvinno KrAmi
- Kvinno KrAmi exists to support unemployed women
who are registered with Social Services or the
Labour Exchange and/or the Prison and Probation
Service or who are in the risk zone for criminal
activities. - The aim is for women to make progress towards
work or training and away from dependence on
social welfare benefits so that they can live
their lives according to the social norms of the
community.
29Kvinno KrAmi
- Kvinno KrAmi are working according to the
consequence pedagogy as KrAmi for men. - The women are 18- 40 years old.
- The difference to KrAmi is that the women don't
have to had commit a crime. - Its enough to be in the risk zone for criminal
activities. Another difference is that the women
can start at KrAmi immediately while in KrAmi for
men there are four intakes a year.
