- 'Balance enrolment by means of school closure,
boundary amendments, balancing programing or
amending grade structures in a manner that
provides the greatest LONG TERM STABILITY but is
sensitive to student disruption.'

- Process used by ARC to become familiar with the
schools involved - ARC led through the development of the Framework
- End result - identified features, strengths and
assets of each school - No numerical valuation attributed to our
Valuation Framework

- Community Feedback/Input was solicited from
various sources throughout the process - Between Oct 2008 and May 8th, 2009
- 160 people provided input in writing
- 173 documents received
- 1099 discrete or substantive comments identified

- Implement a comprehensive Community Consultation
Strategy - Implement Transparent and co-ordinated initiative
management - Retain the IB Program in its current location in
Ottawa East and expand program options in Ottawa
East - Determine program viability threshholds to
support long term planning - Establish a funding model for equitable outcomes
rather than equal funding based on a per student
approach - Strategic changes to the transfer policy
- Implement boundary changes which support
enrolment growth within the urban and per-urban
core of the city

- Clear mandate must be defined
- Include all schools affected by potential change
no splitting of mandate into separate Phases - Options presented MUST include expert information
on their viability detailed analysis is
required - Ensure all communities potentially affected are
pro-actively notified of the process - Ensure transparency on concurrent activity and
decisions already taken or under consideration by
the Board

- PEOPLE FOR EDUCATION REPORT
- Strong schools linked to strong communities have
the potential to be centres of change, innovation
and equity. By working together and by demanding
vision from our leaders, we can make that happen

- PEOPLE FOR EDUCATION
- Extensive international research shows that
students seem to be more successful in smaller
high schools. The graduation rates are higher,
students more engaged and more likely to
participate in activities, even though there are
few activities.

- Research shows that students in disadvantaged
communities are significantly more successful in
smaller schools. The optimal size appears to be
between 600 and 900 in secondary schools.

- The Ministry of Education will be reviewing the
Ontario Education Funding Formula in 2010. - Before the review of funding, the MOE, in
cooperation with ministries such as children and
Youth Services,Health, Health Promotion and
Municipal Affairs examine research on optimal
school size investigate the impact of a
community hub model on things like overall health
promotion, neighbourhood viability, youth
violence and poverty reduction and develop
policy and funding to support and promote
integrated planning and schools as community
hubs.
