Title: Regulation: Regular inspection of airconditioning systems in Republic of Slovenia

1
Regulation Regular inspection of
air-conditioning systems in Republic of Slovenia
  • Prof. Vincenc Butala, PhD
  • HarmonAC Meeting Ljubljana, Sep 30, 2009

2
Starting-point for regulation
  • Directive on the energy performance of buildings
    (2002/91/ES)
  • Energy law (U.l. RS nr. 20/07 official
    consolidated text)
  • European standard
  • European experience
  • Good practice of maintenance and service of AC
    systems

3
Contents of regulation(U.l. RS nr. 26, Mar 2008)
  • General provisions
  • Purpose and range of periodic inspection of a AC
    system
  • Terms
  • Exclusions of usage
  • Inspection of AC system
  • Inspection period
  • Inspection methodology
  • Preparing advice on the measures
  • Contents of the inspection report
  • Obligation of a subject, independent expert and
    report publisher
  • Obligation of a subject
  • Obligation of an independent expert and report
    publisher
  • Transitional and final provisions
  • Deadlines for the first inspection of exsting AC
    systems
  • Annex
  • Statement of documents and visual inspection of
    AC system
  • Instruction for filling in the statement
  • Examples of advice on possible measures
  • Report of a regular review

4
Purpose of periodic inspection
  • Evaluation of energy efficiency of AC system in
    operation
  • Consulting preparation of proposals to increase
energy efficiency improvement or replacement of
    AC systems and alternative solutions
  • Control of maintenance and service of AC systems
  • Information for minister responsible for
environment about the state of AC systems (report)

5
Relevant buildings with AC systems
  • Regulation does not include AC systems in
  • industry buildings,
  • non-residential agricultural buildings,
  • religious facilities,
  • temporary buildings with a planned time of use
    two years or less,
  • residential buildings with an annual use less
    than 4 months,
  • AC systems that operate less than 150 h/year

6
Inspection period
  • At least every 5 years
  • A shorter interval - the estimated potential for
the implementation of individual measures (energy
    efficiency, air quality)
  • The first review of AC to be made until
  • Oct 1, 2009 systems with a start of operation
    gt25 years
  • Oct 1, 2009 for the systems without As-built or
    Structure maintenance and operation project
  • Oct 1, 2010 systems with a start of operation
    gt18 years
  • Oct 1, 2011 systems with a start of operation
    gt10 years
  • Oct 1, 2012 systems with a start of operation
    lt10 years

7
Inspection methodology
  • Including
  • Preparation of AC system documentation(subject)
  • Documentation review (inspector)
  • Visual and functional review of an AC system
comparison of data, condition, regulation and
measurements of air temperature and relative
humidity in the selected room based on SIST EN
    ISO 7726 (inspector)

8
Advice on the measures
  • Rectification of AC systems with a cost-justified
    measures
  • Increase of energy efficiency, reduction of
greenhouse gas emissions (CO2) and other
improvements of AC, possibility of replacement
    and alternative solutions
  • Special attention to measures relating to the
    maintenance and servicing of AC
  • Advice on the measures primarily refers to
  • Completion of documentation
  • Measures on the shell of the building
  • Air inlets in AC rooms
  • Capture of outdoor air
  • Pipes and thermal insulation
  • Distribution systems
  • HVAC unit
  • Cooling system
  • Command and control

9
Duties of the owner (subject)
  • Regular maintenance / servicing of KS in the
review of the time, greenhouse gas emissions, air
    hygiene
  • To keep a documentation of each AC (As-built and
    Structure maintenance and operation project,
book/report of maintenance and servicing, reports
of the performed measurements, reports of
    previous inspections of AC)
  • To ensure the access to all players
  • To transfer the documentation of AC to a new
    subject

10
Regulation on training, licensing and the
licensing register of independent experts for
issuing energy performance certificates
  • In public debate
  • Training program for inspections of AC
  • Regulation on AC (2 hours)
  • Air handling units and HVAC systems (4 hours)
  • Measures to increase energy efficiency of AC (8
    hours)
  • Course of inspection of AC (3 hours)
  • Practical realization of inspection (8 hours)
