Title: Industry Perspective Contribution to MACOORA Annual Conference

1
  • Industry Perspective Contributionto MACOORA
    Annual Conference
  • Tom McNeilan - November 17, 2009

2
Public versus Private
PRIVATE
PUBLIC
Broad, regional POLICY Studies
Very detailed, narrow BASIC Science Studies
3
Private versus Public ( MACOORA)
  • Perspective of my Peers in Met-Ocean Groups
  • MACOORA ( the other regionals) are a good idea
  • Often spend time re-inventing what has already
    been accomplished
  • The playing field between Public and Private is
    often un-balanced
  • Much can be accomplished
  • My perspective (as a newcomer and engineer) in
    the Virginia Tidewater
  • Its difficult to define an area of the US
    where oceanographic considerations are so
    important
  • Flooding and sea level rise
  • National security and defense considerations
  • Future offshore energy opportunities
  • How fragmented the public organizations are
  • So many headquarters of governmental scientific
    agencies
  • So many universities and agencies
  • Everyone fighting for the same little pies

4
Fugro - Investigating Planet Earth
  • Fugro is the worlds largest and most
    technologically-advanced firm that
  • specializes in the collection, interpretation,
and analyses of data from and below the earths
    surface and
  • provides advice for the development of projects
    based on that data.
  • For 60 years, Fugros focus has been on the
coastal, low-lying and offshore regions of the
    world.

5
Fugro Corporate Global Network
13,000 employees in 275 offices in 50 countries
6
Fugro Atlantic, Norfolk VA
  • Established July 2007 (at request of client)
  • Located in World Trade Center, in Norfolk
  • Principal Services
  • Geotechnical/Foundation Engineering
  • Marine Survey Services
  • Integrated Data Management using GIS
  • Other Fugro Services - met-ocean, Lidar,
    Shoals, etc
  • Our View of the Local Area
  • Regional Economic Center, rather than national
economic center (like LA, SF Bay, New York,
    Baltimore-Washington)
  • But extremely large component of economy
relates to the water, bays, and coastline
  • One of most vulnerable areas to sea level rise
  • Future leader for support of Offshore REnewable
    energy

7
Fugro Atlantic, Norfolk VA
  • Principal Markets
  • Coastal Infrastructure Industry
  • Craney Island Eastward Expansion/Marine
    Terminal
  • Midtown Tunnel, 2nd Tube
  • Norfolk Naval Shipyard Pier 5
  • Offshore Wind (and other REnewable (REn)
    Energy)
  • Local Mid-Atlantic
  • Elsewhere on Eastern Seaboard
  • Great Lakes
  • Flood Inundation and Flood Defense
  • City of Norfolk Coastal Flooding Contract

8
Fugro Atlantics Principal Market Area
New York
Flooding/Inundation ( regional infrastructure)
Market
Washington
Continental Shelf
Infrastructure Industry Market - Hampton Roads
Offshore Renewable Energy Market
9
Regional Coastal Infrastructure Industry
  • Larger Projects
  • Craney Island Eastward Expansion
  • USN fuel line relocation
  • VNG gas line
  • Midtown Tunnel 2nd Tube
  • Norfolk Naval Shipyard Pier 5 Reconstruction
  • Activities
  • Hydrographic, bottom charting geophysical
    surveys
  • Site exploration and investigation
  • Subsurface characterization based on integrated
    evaluations
  • Engineering design

10
Offshore REn Energy
Laboratory Testing Engineering and Reporting
Cable Route Surveys
Hydrographic/ Geophysical Surveys
Offshore Geotechnics
Foundation Installation/ Construction
Precise Positioning Services
Environmental Survey / Assessment
Integrated Services For The Project Lifecycle
Geoconsulting Services
11
Offshore REn Energy
  • Regulatory Considerations
  • MMS in OCS MMS considers the East Coast a
    Frontier Area
  • States within State Lands
  • Corps of Engineers in Great lakes
  • An Evolving Industry
  • Start with Offshore Oil Gas Experience
  • Add European Experience
  • Evolve from There
  • Technical Considerations
  • Energy Resources (e.g. wind regime)
  • Loads on Structures
  • Winds Waves
  • Structure Performance
  • Vibrations Fatigue
  • Seafloor Stability
  • Scour - Bottom Currents, Seafloor Sediments
    Structures

Opportunities for Public - Private Partnership?
12
Sea Level Rise Flood Inundation
  • Projects
  • Norfolk City-Wide Coastal Flooding Contract
  • Activities
  • Hydrographic surveys
  • Tide gauge installation and interpretation
  • City-Wide GIS flooding model
  • Flooding predictions
  • Capabilities
  • Lidar hydrographic mapping
  • Historical subsidence mapping
  • Sea level rise and subsidence predictions
  • Flood inundation analyses
  • Flood defense evaluations design

13
Sea Level Rise Flood Inundation Predictions
  • The local area has one of the highest documented
rates of relative sea level rises in the world
  • Partially due to a high rate of subsidence
  • Back analyses and mapping of historical
    subsidence

Linear Subsidence feature coincides with London
Underground Jubilee Line
14
Flood Defense Evaluations
  • REAL Rapid Engineering Assessment of Levees
  • Jointly developed by Fugro Deltares
  • Inputs and merges various types of data
  • Land use
  • Topography/bathymetry
  • Geology
  • Surface and subsurface data
  • Water level scenarios
  • Automates Batch-processes Levee Stability
    Analyses
  • Maps Results
  • An example of joint private-public cooperation

15
Flood Defense Evaluations
  • REAL Rapid Engineering Assessment of
    Levees
  • Technical Approach
  • An example of joint private-public cooperation

16
Flood Defense Evaluations
  • REAL Rapid Engineering Assessment of
    Levees
  • Use to
  • Identify
  • Assess
  • Communicate
  • Mitigate
  • repetitively every 5 years (in The
    Netherlands)
  • An example of joint private-public
    cooperation
