2The future of networking - Germany (I)
- Confirmation of the hosting structure used in
LEADER II and (BLE) - Transition and preparation phase under the old
program L in 2007 - Start of the new program 1. January 2008
- Strategy and content of the planned
network-program not yet confirmed by the ministry - What does EAFRD want?
- EAFRD regulation demands an intensive support of
target groups in the LEADER axis (Art.68 ...
network management, the organisation of exchanges
of experience and know-how, the preparation of
training programmes for local action groups in
the process of formation and technical assistance
for inter-territorial and transnational
cooperation.) - General Considerations
- The networking approach for the LEADER-Axis will
be similar as it was in L, but more ambitious
(phase oriented, ILE groups/Art 59 integrated) - Innovation and the possibilities to combine
projects financed by different funds is not given
any more. - To coach or train people you need a counterpart,
a contact person. LEADER creates new organisation
structure with the aim to carry out integrated
projects. That is not the case in the other axes.
- All institutions, groups or initiatives of the
other axes can not be included in a manageable
network structure. Most probably sectoral project
approaches will be usual in axes 1, 2 and more or
less also in axis 3.
3The future of networking - Germany (II)
Axes networking 3 steps Step 1 information on
institutions which "produce" standardised content
("mini Google") Step 2 exchange of and
information on innovative projects / procedures
("innovative actions") identification of
innovative actions by "scanning" the e.g.
institutions, universities active in the
axes Step 3 support and networking of
integrated approaches, partly developed with
co-operation partners, which are more than
funding single projects ("integrated actions"),
services provided by NNU for example training,
transferability, thematic development
