PII Data processing
  • How does Unicor process material which may be
    sensitive but unclassified?
  • Unicor does not process any classified
    information.
  • Information which is sensitive in nature but
    unclassified may be processed by a Unicor
    contractor but never allowed to be processed by
    inmate workers.
  • All work is carefully inspected to ensure that
    any sensitive data is not allowed to enter Unicor
    facilities.
  • Unicor carefully works with its customers to
    ascertain the nature of the work prior to actual
    the start of the project.
  • Unicor may also use government staff to scan
    documents containing PII data.

2. Using a private vendor on PII and sensitive
data.
  • Three various scenarios
  • A Unicor contractor picks up, transports, and
    handles all files containing PII data and or
    sensitive information.
  • The private contractor inventories the files.
  • Scenario 1. In this scenario the files are
    identified in advance by the end user and clearly
    recognizable. The private contractor separates
    the clearly identified PII data files from
    non-PII data files and processes the PII data
    portion. Non PII data files are sent to Unicor
    for conversion.
  • Scenario 2. In this scenario the PII files are
    intermittent and sporadic within a batch. Here
    the private contractor reviews all files for PII
    data and pulls out the intermittent PII data
    files from batch and sends the remainder to
    Unicor for conversion.
  • Scenario 3. In this scenario the majority of the
    work contains PII or sensitive data and the
    private contractor processes all files.

3. Processing of work.
  • The non-sensitive and non-PII data files are
    transported to Unicor.
  • The contractor sends Unicor a list of the
    inventoried files from the batch along with the
    shipment of the non PII portion.
  • Unicor checks the batch inventory against the
    files and keys in the metadata.
  • Unicor converts the documents over to scanned
    images.
  • Unicor confirms that all scanned images match the
    inventory.
  • The scanned images and metadata are burned to
    disc, encrypted, and returned to the contractor.
  • The contractor checks the inventory, recombines
    images and metadata with the sensitive or PII
    portion, and then delivers finished product to
    the end user.

Possible future processing scenario.
  • In this future scenario Unicor uses a contractor
    to scan and handle the original documents and has
    snippets of the image sent electronically to
    Unicor for data entry.
  • The document is broken between several data entry
    operators to where only a snippet or fragment of
    the document is seen by any one operator.

Benefits of using Unicor
  • Lower scanning and indexing cost.
  • Unicors data entry cost are similar to offshore
    labor rates.
  • Quality work.
  • Unicors scalable work force can gear up quickly
    to meet large influxes of work.
  • Unicors ability to process both PII data and non
    PII data from an agency rather than having to
    segment it out to two or more vendors.
  • Unicor has a contract vehicle in place with
    private vendors to provide services such as
    microfiche, microfilm, and other digitization.
  • Federal agencies can order from Unicor with IAA,
    MIPR (DD-448), or PO.

Benefits of using Unicor
  • Federal contractors can use Unicor as a sub
    contractor on federal contracts. Unicor can
    provide contractors off shore rates with onshore
    facilities. Training can be conducted locally or
    regionally rather than off shore.

    fulfillment of their federal contracts.
