3The urban environment programme contains advice
and guidelines for designing the public spaces in
the city, city centre and other central
areas. Appropriate sections of the programme
will be used in areas adjacent to other central
areas. The programme will also considered in
urban planning and planning permission
decisions.

- Create the conditions for genuine street life
