Title: Key Commitments, Targets and Timetables from the
1Key Commitments, Targets and Timetables from
the Johannesburg Plan of Implementation
2What is it for us? Biodiversity A blurred
target To achieve by 2010 a significant
reduction (?) in the current rate of loss of
biological diversity (?)
3- We also need a road map
-
- Operationalization what we want exactly to
achieve - Popularization the world to know and take
ownership - Establish the connection with the other relevant
(all?) Joburg targets - Establish alliances with key actors give the
example at the international level to percolate
to the national level - Negotiate a time schedule most likely with an
extension of the deadline by 10 years 2020 - Designate a monitoring agency to develop key
indicators of achievement
4 The road map Operationalization What do we
want exactly to achieve? CBD, in consultation
with interested parties, should operationalize
the target at its COP6, making it
1) clearer - biodiversity as an integrating
concept - key role of biodiversity in
determining ecosystem functioning to provide
services and 2) more explicit what do we
mean by significant reduction of loss
5The road map Popularization The world should
know and take ownership Designate a lead agency
to prepare and coordinate a global campaign to
create awareness of the biodiversity
target UNESCO?
6- The road map Establish the connection with the
other relevant (all?) Joburg targets - - Lets get out of the biodiversity ghetto and
- reach out to others . . .
- either we all survive or we perish together!
7The road map other relevant targets - Poverty
Eradication By 2015, halve the proportion of
the poor By 2020, significant improvement for
100 million slum dwellers Establish a world
solidarity fund to eradicate poverty What will
be the impact on biodiversity? How can we ensure
a positive impact? Who is/will be in
charge? How to integrate with our target? Who
is going to ensure this integration?
8 The road map other relevant targets - Water
and Sanitation By 2015, provide safe drinking
water to some 700 million people By 2015,
provide basic sanitation to a similar
number What will be the impact on aquatic
ecosystems? How can we ensure a positive
impact? Who is/will be in charge? How to
integrate with our target? Who is going to
ensure this integration?
9The road map other relevant targets
- Sustainable Production and Consumption A
10-year framework of programmes to accelerate the
shift towards sustainable consumption and
production How to build the biodiversity target
into this key target (particularly relevant for,
but not only for, the developed world)? Who
is/will be in charge? Who is going to ensure
this integration?
10The road map other relevant targets
- Energy Diversify energy supply and
substantially increase the renewable energy
sources By 2015, improve access to reliable,
affordable, economically viable, socially
acceptable and environmentally sound energy
services and resources What will be the impact
on biodiversity? How can we ensure a positive
impact? Who is/will be in charge? How to
integrate with our target? Who is going to
ensure this integration?
11The road map other relevant targets
- Chemicals By 2020, use and produce chemicals
in an environmentally sound manner Renew
commitments to sound management of chemicals and
hazardous wastes Promote the ratification and
implementation of relevant conventions Further
develop a strategic approach to international
chemicals management By 2008, a system in place
for classification and labeling of chemicals Who
is/will be in charge? How to integrate with our
target? Who is going to ensure this
integration?
12 The road map other relevant targets
- Management of the natural resource
base Water By 2005, integrated water
resources management and water efficiency
plans Oceans and fisheries By 2010, an ecosystem
approach for the sustainable development of
oceans By 2015, maintain or restore depleted fish
stocks By 2012, establishment of representative
networks of marine protected areas By 2004, a
regular process for global reporting and
assessment of the state of the marine
environment Atmosphere Facilitate implementation
of the Montreal Protocol Forests By 2005,
assessment of progress in implementation of the
IPF/IFF
13- The road map Establish alliances with key actors
- Give the example at the international level to
percolate to the national level - 1st step - Improved synergies on the 2010 target
at the PLANNING, IMPLEMENTATION, AND REPORTING
LEVELS among the biodiversity-related
Conventions CBD, CITES, Ramsar, CMS, World
Heritage and Regional Seas - What do we need as the authorizing environment
from each COP? UNEP to develop and actively
promote - Encourage and support Parties to synergize
- at national level A role for UNEP?
14- The road map Establish alliances with key actors
Give the example at the international level to
percolate to the national level - 2nd step Extend the synergies to involve other
key actors - at the intergovernmental level (UN and regional
institutions) - in the private sector major groupings by
economic sector - major trade unions
- major international groupings of political
parties - associations of parliamentarians
- major womens coalitions
- major groupings of indigenous people
- major NGO coalitions
- IN ALL CASES ENSURE THAT ACTIONS AT THE
INTERNATIONAL LEVEL WILL PERCOLATE DOWN TO THE
NATIONAL LEVEL - SHOULD THIS BE THE RESPONSBILITY OF CBD? IF SO,
WOULD CBD ESTABLISH A UNIT/SERVICE TO PLAY THIS
ROLE?
15The road map Negotiate a time schedule Most
likely achieving the biodiversity target will
require an extension of the deadline by 10 years
the 2010 to become the 2020 target
16The road map Designate a monitoring agency to
develop a baseline (by 2005?) and key indicators
of achievement (by 2020?) A role for WCMC
17We need indicators that integrate across the
levels of biodiversity hierarchy (integrating the
levels of species, ecosystem/landscape, and
genetic variability) and include new and emerging
ecosystems (not a popular view because it is
easier just to count species!)
18- We also need
- shared indicators e.g., those to be used by
several MEAs and other processes - tailor-made indicators e.g., those to be used
in a particular economic sector or for a
particular ecosystem -
