Title: Transition to the MRO

1
Transition to the MRO
  • Obligations of the Reliability Council

2
Standards
  • NERC and Regional Standards
  • Regional process to develop and approve standards
  • Needs to be developed and implemented
  • Compliance and Enforcement
  • Programs exist today
  • Not all compliance templates are mature

3
Compliance Program
  • Reliability Compliance Self-Certification
  • Self-Certification is a process whereby an entity
assesses itself for compliance to NERC and
    regional standards.
  • August 1 (annual)
  • Final Compliance Report to NERC
  • Program runs through the end of the year
submitted to NERC office by the end of February

4
Compliance Program
  • Compliance Program
  • MAPP Compliance Office (MCO) MAPPCOR staff
  • MAPPCOR currently provides all services to the
    reliability compliance function in MAPP.
  • Compliance Data Management Data System (CDMS)
  • Database system that manages all aspects of the
compliance program owned and operated by
MAPPCOR. SPP used the CDMS to manage their 2003
    compliance program.
  • Annual Self-Certification
  • Periodic Operational reviews
  • On-site audits on 3 year cycle

5
Model Building
  • NERC Model Data
  • Each NERC Region is required to submit loadflow
and stability data to the NERC Multi-regional
    Modeling Working Group (MMWG) annually.
  • The purpose of MMWG is to coordinate the
development of designated power flow and dynamics
    simulation base case models, realistically
simulates steady state and dynamic bulk electric
system behavior. MMWG develops a library of
operating and planning power flow and dynamics
simulation models, for the use of NERC members
for reliability and transfer capability studies.
  • First submission mid-July. Final submission
    mid-September.

6
Model Building
  • Who builds the regional models?
  • MRO NERC assigns responsibility to the Region
  • RTO FERC assigns responsibility to RTO
  • MRO MISO need to develop clear process
  • No duplication of efforts
  • Models are accurate
  • Done in timely manner
  • Clearly defined responsibilities and
    accountabilities

7
Reliability Assessments
  • NERC Summer Assessment
  • This report assesses the expected peak demand and
available resources to meet that demand this
summer based upon data submitted by the Regions.
  • April 1 (annual)

8
Reliability Assessments
  • NERC Winter Assessment
  • This report assesses the expected peak demand and
available resources to meet that demand this
winter based upon data submitted by the Regions.
  • October 1 (annual)

9
Reliability Assessments
  • NERC Long Term Reliability Assessment
  • NERCs Reliability Assessment Subcommittee (RAS)
prepares an independent report, which includes
an assessment of the long-term electric supply
and demand and transmission reliability through
ten years outward a discussion of key issues
affecting reliability of future electric supply
and transmission, and Regional assessments of
electric supply reliability, including issues of
    specific regional concern.
  • May 15 (annual)

10
Reliability Assessments
  • MAPP-MAIN-SPP (MMS) Transfer Capability Study
  • MAIN-MAPP-SPP (MMS) Agreement is to review the
reliability of the interconnected system along
the interface of the three regions. A study is
performed to determine the ability of this system
to transfer power between MAIN, MAPP and SPP.
  • Summer Study April 1 (annual)
  • Winter Study October 1 (annual)

11
Data Collection and Reports
  • EIA 411 860
  • The Load and Capability Report is prepared in
response to the requirements of DOE, NERC and as
set forth in the MAPP Agreement and the MAPP
Reliability Handbook for a two-year monthly and a
ten-year seasonal load and capability forecast
from each MAPP Participant. Information is also
    used in the NERC assessments.
  • April 1 (annual)

12
Miscellaneous Data Requests
  • Unscheduled Data Submissions (examples of past
    requests)
  • Merchant Plant Data
  • Spare Transformer Data
  • Weather Normalization
  • Resource Subcommittee requests (e.g., AIE surveys)

13
Certification
  • Control Area Certification Process
  • Process for certifying a control area meets the
    standard.
  • Functional Model
  • Certification of certain functions (future)

14
Conclusion
  • Transition Plans needed for
  • Standards development
  • Compliance Program
  • Model Building
  • Reliability Assessments / Studies
  • Data Collection and Reports
  • Certification
  • Committee structure / Staff support
