START is about
  • reducing energy use by making freight traffic in
    cities more energy efficient
  • implementing a combination of short-term actions
    access restrictions, consolidation schemes and
    incentives in the 5 partner cities Bristol,
    Göteborg, Ljubljana, Ravenna and Riga
  • establishing collaboration with the transport
    business formalised in local freight networks.

Why START?
  • Efficient goods distribution is crucial for
  • the vitality of the centres of European
  • cities. Inefficient goods distribution causes
  • emissions and pollution and is cost-inefficient.
  • The START approach is based on close
    collaboration between public and private partners
    and the combination of positive incentives, more
    coercive regulations and enhanced logistics.

Objectives
  • Reduction of energy use and emissions caused by
    freight traffic
  • Increased awareness and acceptance from the
    transport business on how to increase energy and
    economic efficiency of freight transport
  • Increased public - private cooperation
  • Increased exchange of experience, both on local
    and European level among stakeholders in freight
    transport

Implementation
  • The activities are carried out in close
    collaboration with the local freight networks and
    are organised in three themes
  • Access restrictions identify regulations for
    freight transport for specific areas
  • Consolidation of deliveries set up and further
    develop consolidation schemes
  • Incentives develop incentives for clean vehicles
    and vehicles with a high load factor

Expected results
  • Developed regulations for new and expanded
    restricted areas in the partner cities.
  • Implemented consolidation schemes in new areas
    and with new participants.
  • A complete new programme of incentives
    implemented.
  • Local freight networks established in every
    partner city.
  • A reduction of energy use by freight traffic in
    the target areas by 10
  • A reduction of CO2 (minus 7), NOx (minus 10)
    and PM10 (minus 15) emissions by freight traffic
    in the target areas

Achievements
  • Local freight networks have been established in
    all cities
  • Kick-off meeting in February in Göteborg
  • First peer-to-peer workshop held in Riga in June
    with results presented in a Recommendation Report
  • Local Freight networks workshop in Bristol 30th
    November 2006
  • Website on-line and 2 newsletters produced in 5
    languages
  • Integrated Demonstration Report produced
    explaining the synergies between the Local
    freight network and the activities on the city
    level.

Achievements
  • Start of enhanced consolidation service in
    Bristol with 56 retailers (on average 77 vehicle
    movement reduction)
  • Start of Göteborg project 1st of September 2006
    for improving load factor and implementation of
    incentives in three new areas
  • Access restriction rules for freight vehicles
    included in the Urban Traffic and Transport Plan
    of Ravenna
