WHY SO PASSIONATE ABOUT THIS ISSUE?
  • We must stand up for Gods principles, especially
    the sanctity of life.
  • We must speak against the destruction of the
    image of God, the temple of the Holy Spirit
    occurring with the destruction of innocent human
    life.
  • We must be watchman, our brothers keepersnot
    just for the unborn but for the other victims of
    abortion that need healingespecially mothers of
    aborted children.
  • We must expose deception.  Most prochoice
    advocates dont know what theyre supporting.
  • We must restore the US Constitution as the basis
    for governing our nation.
  • There are consequences of abortion our nation is
    being judged.

Statement of Purpose
  • CI-100 amends the Montana Constitutions
    Declaration of Rights to provide that all persons
    have a paramount and fundamental right to life.
  • It extends constitutional rights to all persons
    from the moment of conception.
  • It adds a definition of person that includes
    all stages of development, including
    fertilization.
  • The definition of person also includes all
    stages of life regardless of age, health, level
    of functioning or condition of dependency.

Fourteenth Amendment to the United States
Constitution (ratified 1868)
  • Section 1. All persons born or naturalized in the
    United States, and subject to the jurisdiction
    thereof, are citizens of the United States and of
    the State wherein they reside. No State shall
    make or enforce any law which shall abridge the
    privileges or immunities of citizens of the
    United States

    liberty, or property, without due process of law
    nor deny to any person within its jurisdiction
    the equal protection of the laws.

Personhood is Pivotal
  • In the Roe v. Wade decision, Supreme Court
    Justice Harry Blackmun wrote that, (If the)
    suggestion of personhood of the pre-born is
    established, the abortion rights case, of the
    course, collapses, for the fetus right to life
    is then guaranteed specifically by the 14th
    Amendment.
  • Thus, the personhood of the pre-born child is the
    single point of which the entire debate turns.

THE AMENDMENT
  • Section 1. Article II, section 3, of The
    Constitution of the State of Montana is amended
    to read
  • "Section 3. Inalienable Right to life and
    inalienable rights. (1) Every person has a
    paramount and fundamental right to life.
  • (2) All persons are born created free and have
    certain inalienable rights from the moment of
    conception. They include the right to a clean and
    healthful environment and the rights of pursuing
    life's basic necessities, enjoying and defending
    their lives and liberties, acquiring, possessing
    and protecting property, and seeking their
    safety, health and happiness in all lawful ways.
    In enjoying these rights, all persons recognize
    corresponding responsibilities.
  • (3) As used in this article, "person" includes a
    human being at all stages of human development or
    life, including the state of fertilization,
    regardless of age, health, level of functioning,
    or condition of dependency.
  • (4) Subsections (1) and (3) and the language
    regarding the moment of conception in subsection
    (2) must be implemented by legislation."

PETITION TO PLACE CONSTITUTIONAL AMENDMENT NO.
100 ON THE ELECTION BALLOT
  • If 10 of the voters in each of 40 legislative
    districts sign this petition and the total number
    of voters signing the petition is 48,000, this
    constitutional amendment will appear on the next
    general election ballot.
  • If a majority of voters vote for this amendment
    at that election, it will become part of the
    constitution.
