Police and Judicial Cooperation in Criminal

  and cross-border crime
• The cooperation is in criminal matters
• The "third pillar" of the EU
• Includes Europol, Eurojust and CEPOL

About CEPOL

• European Police College College Européen de
  Police)
• Existed as a network since 2001
• A network of senior police training colleges and
  institutes not a college in the physical sense
• Established as an agency of the EU in 2005
• Began operating as an agency on 1 January 2006

Why a European Police College?

• Increasing cross-border crime needs to be met by
  cross-border police cooperation
• For effective cooperation, police officers need
  to know about legislation, procedures, methods,
  etc., of other countries
• Sharing experience and good practice is a way to
  improve the quality of policing

History

• At a meeting in Tampere (Finland) in October
  1999, the Council decided to establish a European
  Police College to train senior police officers
• Established 1 January 2001
• CEPOL Secretariat was temporarily based in
  Copenhagen (Denmark) from 1 May 2002
• Council gave CEPOL a legal personality in 2004
• Council decided in 2004 that the seat of CEPOL
  shall be Bramshill, United Kingdom
• In September 2005, the Council decided that CEPOL
  should operate as an agency of the EU as of 1
  January 2006

  Colleges/Institutes

The Aim of CEPOL

• It shall help to train senior police officers of
  the Member States by optimising cooperation
  between CEPOL's various component institutes
• It shall support and develop a European approach
  to the main problems facing Member States in
• The fight against crime
• Crime-prevention
• The maintenance of law and order and public
  security
• In particular the cross-border dimensions

CEPOLs Objectives

• To increase knowledge of the national police
  systems and structures
• To increase knowledge of cross-border police
  cooperation within the EU
• To improve knowledge of international and EU
  instruments, in particular in the following
  sectors
• The institutions of the European Union, in
  particular as regards their relevance for
  law-enforcement cooperation
• Europol
• Eurojust
• To provide appropriate training with regard to
  respect for democratic safeguards, with
  particular reference to the rights of defence

CEPOL's Tasks

• Provide training sessions, based on common
  standards, for senior police officers
• Contribute to the preparation of harmonised
  programmes for the training of middle-ranking
  police officers, middle ranking police officers
  in the field and police officers in the field
  with regard to cross-border cooperation between
  police forces in Europe, and help set up
  appropriate advanced training programmes as well
  as develop and provide training for trainers

• Provide specialist training for police officers
  playing a key role in combating cross-border
  crime, with a particular focus on organised crime
• (d) Disseminate best practice and research
  findings
• Develop and provide training to prepare police
  forces of EU for participation in non-military
  crisis management
• Develop and provide training for police
  authorities from the Candidate countries

• Develop an electronic network to support the
  training activities
