COMMON REQUIREMENTS

• ECONOMIC FINANCIAL CAPABILITY
• Meet financial obligations
• Use an appropriate cost accounting system
• Demonstrate ability (via AP as well as Balance
  Sheets, accounts) as practicable under its legal
  statute
• FINANCIAL AUDIT
• Demonstrate that undergoing an independent audit
  on a regular basis

POSSIBLE WAY to COMPLY

• ECONOMIC FINANCIAL CAPABILITY
• BALANCE SHEET ACCOUNTS (Compliance with IAS
  IFRS www.iasb.org for information
  interpretations prepared by IFRIC on issues
  likely to receive divergent/unacceptable
  treatment in the absence of guidance)
• COST ACCOUNTING (identify costs according to
  EUROCONTROL s principles for establishing the
  cost-base for route facility charges)
• ABILITY TO MEET FINANCIAL OBLIGATIONS (via
  independent financial audit appropriate
  information contained in communicated via the
  AP)

POSSIBLE WAY to COMPLY

• FINANCIAL AUDIT
• Independent audit (contracted external accredited
  auditor OR independent bodies that can undertake
  financial audits)
• Regularly (every year with financial year ending
  at 31/12 is recommended)
• Legal requirement to publish an Audit Report
• Provision of the Report to the competent
  authorities with right to access to the Audit
  Report
