• FACA Presidential Advisory Committees
• Represent 5 (40-50) of all FACA committees
  (900)
• Two types
• President establishes Committee (Presidential
  Authority)
• President may/may not select members
• Committee may/may not report to the President
• Committee reports to the President (Presidential
  Type with Statutory Authority)
• Some also report to Congress
• Agency head sometimes appoint members
• Operate under FACA regulations
• Members range from agency heads to private
  citizens

• Tracking committee recommendations and their
  implementation

Logistics

• Paying for Meals and Light Refreshments
• General Rule for Appropriated Funds No Food
• Exceptions
• - Travel Status
• - Problems when some members are on
  travel status and others are not
• - Must deduct from per diem if meals
  paid for
• - "No Additional Cost to the Government"
• - Usually applies to meetings held
  off agency property
• - Cannot solicit contributions
• Non-appropriated funds
• - Generally okay to pay for food with
  non-appropriated funds.
• - Cannot solicit contributions from third
  parties, but may be able to accept if offered
• Must consider ethical issues of accepting gifts
  from prohibited sources
