Development of an Emission Data Management System
(EDMS)
  • To store and analyze emissions data to be
    contributed by states, tribes, and local air
    pollution control agencies
  • In support of future state and tribal regional
    haze implementation plan development, along with
  • Implementation of the 309 emissions tracking and
    reporting requirements of the regional haze rule

Development of an Emission Data Management System
(EDMS)
  • Conceptually, the system is to be capable of
    receiving and storing emissions data
    inEPA-compliant emissions reporting formats
    commonly used by various agencies and sources
  • With little or no additional effort
  • Producing user-specified reports
  • Performing user-selected quality control and
    assurance tests
  • Allowing data queries and graphic display, and
  • Presenting this information in geographic
    information system (GIS) format, all via an
    internet web page

  • Needs Assessment project
  • To clearly understand what information, formats,
    and output capabilities ought to be included in
    this system, as well as what user needs may be
  • EA Engineering, Science and Technology (EA) is
    under contract with the WRAP Emissions Forum
  • 2 interview workshops
  • Santa Fe on March 20th
  • Denver on May 7th 
  • EA also developed a web-based questionnaire to
    gather opinions about needs and requirements for
    the WRAP EDMS
  • Reports to be completed in June and July 2003

Technical Process occurs in Phase I and II
  • Analyze Source Contributions
  • By Modeling and Monitoring Forums
  • Using Data from baseline and prior years and
    2018 (for modeling analysis)
  • Outputs Periodic reports from each forum
    summarizing geographic and source category
    contributions to each Class I area by
  • 1) Grid cell and/or source region,
  • 2) Aerosol species, and
  • 3) Source classification code.

Technical Analysis Process occurs in Phase I
and II
  • Reconcile and Synthesize Results
  • By A periodically-convened work group under TOC
  • oversight
  • Using 1) Modeling results
  • 2) Monitoring results (causes of
    haze reports)
  • 3) Emission inventories and
    external data sources
  • and studies
  • Outputs Periodic assessments integrating the
    information sources above into qualitative and
    quantitative summaries of geographic and source
    category contributions (including
    characterizations of uncertainty, confidence, and
    natural/anthropogenic contributions) to each
    Class I area or group of areas.
