C3.4.5 The DoD PM, in coordination with the
CWIPT, shall Prepare the program resource
distribution table (RDT), project applicability
matrix (PAM), if applicable, and technical
characteristics for inclusion in the remarks
section of the program CSDR plan.
4What is an RDT?
- A Resource Distribution Table identifies which
contractors work on each WBS element and the
dollar value associated with their overall effort - This identifies which contractors must
participate in the CSDR process, i.e., prepare
CCDRs and SRDRs
- CSDR Dollar Threshold Review
- For all efforts associated with an ACAT IC or ID
program - any contract/subcontract whose estimated value is
greater than 50M or between 7M and 50M and has
content of high-risk or high-technical-interest,
CCDRs are required - any contract/subcontract whose estimated software
development value is greater than 25M, SRDRs are
required
5Types of RDTs
- Program RDT
- Total dollar value reconciles with government
budget for given acquisition phase (i.e., SDD,
LRIP or FRP) - Utilizes Program Plan WBS
- Includes contracts for Government-furnished
equipment (GFE) and effort accomplished by
government facilities - Contract RDT
- Total dollar value reconciles with contract value
- Utilizes Prime Contract WBS
Both RDTs must be updated as the WBS and the
program evolves

contract will be submitting CCDRs
7Types of Contractors
- Prime Contractor, i.e., a company whose
contractual customer is the Government - Subcontractor, i.e., company whose contractual
customer is another contractor - Two types of subcontractors
- Direct-Reporting Subcontractor
- Delivers cost reports directly to the DCARC
- Summary subcontract values are in Prime
Contractors cost reports - Non-Reporting Subcontractor
- Not required to submit cost reports to DCARC
- Below dollar-threshold items that are included in
the Prime Contractors cost reports

Interdivisional transfers are also subject to
CSDR requirements
2nd tier subcontractors may also be required to
report directly to the government
9Creating an RDT
- Download the RDT example (http//dcarc.pae.osd.mil
/) - Insert the Program WBS or the Contract WBS
- Tailor the downloaded RDT example to add the
correct number of columns - Complete the header section
- Add Xs to signify the work for each
organization/contractor
