4NORTH DIRECTION OF CITYS DEVELOPMENT
Objective 4 of Koszalin Development
Strategy until 2015 has defined Koszalin as a
city having strong ties with the sea, a
supra-regional tourist traffic service centre.
- To accomplish the above objective the following
actions have been fixed - Strengthening of the functional and territorial
contact with the sea - - Increase of tourist economy significance
- Citys spatial development along the Baltic
Axis - Participation in any local government and
economic enterprises that will allow for
strengthening of citys tourist potential
originating from close proximity of Lake Jamno
and the Baltic Sea.
5TOURIST PROJECTS THAT EXPLOIT CITYS SEASIDE
POTENTIAL
- In 2008 the Municipality revitalised the railway
line that was out of service for a dozen or so
years and put in operation a seasonal railway
connection with Mielno providing quick access to
the sea (15 min.) to bypass jammed roads. - In 2009, the train operating from 20 June to 31
August, capable of transportation of several
thousand passengers every week, a transport
alternative eagerly opted for.
In 2007 the Municipality built an access road to
the lake in Jamno and, in the subsequent years, a
harbour. On 26 July this year a ferry crossing
from Jamno to Uniescie harbour (Koszalek
passenger boat) was put in operation. The
sailing timetable is well coordinated with a
special city bus departing from the railway
station.
6EXTENSION OF THE MUNICIPALITY OF KOSZALIN
ADMINISTRATION BORDERS
Following a positive decision of the Council of
Ministers, Koszalin will incorporate on 1 January
2010 two villages i.e. Jamno and Labusz, located
directly on the Lake Jamno shores. This means
that Koszalin will return to the lake and sea
with which it had connections as of the early
medieval times.
7EXTENSION OF THE MUNICIPALITY OF KOSZALIN
ADMINISTRATION BORDERS
The Municipality wishes to preserve the holiday,
residential and tourist character of Jamno and
Labusz so, the new local physical development
plans, that are being prepared, will go in this
direction.
- Also new tourist products will be accomplished
- bicycle routes to Jamno harbour
- (currently, documentation is being prepared)
- construction of a small marina at Jamno harbour
- (investment project accomplishment
opportunities are being studied)
8REACTIVATION OF ZEGRZE POMORSKIE AIRPORT NR.
KOSZALIN
The military airbase that was put in operation
by the end of the fifties serviced during the
period of 1965-1989 a regular passenger and
charter flight traffic connected with the seaside
tourism. At its heyday the airport served 80 000
passengers a year. The airport was closed at the
beginning of the nineties due to economic
transformation and until 2002 it still operated
as a military airbase. Later on it was assigned
to the Military Property Agency from which its
been leased out by The Middle Pomeranian Communes
and Districts Association chaired by the Mayor
of Koszalin. The airports chief asset is the
well preserved and developed infrastructure
first and foremost the main concrete runway
(2500 x 60 m) which is in good condition and
capable of handling big aircrafts.
9REACTIVATION OF ZEGRZE POMORSKIE AIRPORT NR.
KOSZALIN
The project of reactivation of Zegrze Pomorskie
airport has been entered in the key investment
projects list of the Regional Operational
Programme of the West Pomeranian Province
2007-2013 for the amount of EUR 18 milion. These
funds will be sufficient for accomplishment of
the essential investment works. Ove Arup
Partners are in the process of preparation of
full documentation pertaining to airport
reactivation comprising a feasibility study
(market, costs and profits analysis)
environmental impact report and a general plan
for airport development and modernisation. It
clearly ensues from the already submitted drafts
of the above documents that putting of the Zegrze
Pomorskie airport will be profitable,
economically justified and will create an
opportunity to drive economic development of the
entire Koszalin region.
10WELL DEVELOPED AND LOCATED SITES FOR INVESTMENT
PROJECTS ACCOMPLISHMENT
Developed investment sites in Koszalin Subzone
of the Slupsk Special Economic Zone - 58 ha
- I. 22.10.2003 Ordinance by the Council of
Ministers on establishment of Koszalin Subzone
within the Slupsk Special Economic Zone - 22 ha -
- The area has been developed in nearly three
years by - 7 domestic and international investors.
II. 19.06.2006 - zone extended by 9.1465 ha.
During 6 months the plot of land was sold to
Ajcon, a Danish company.
III. Full zone area development as well as
further interest shown by companies triggered
further efforts aimed at subsequent zone
extension. On 19.09.2007, by Ordinance of the
Council of Ministers the Koszalin Subzone was
extended to cover next 59.78 ha.
The Municipality has over 100 ha of land at the
adjacent territories, which will be a subject of
motions for further Subzone extensions along with
its development.
11INVESTORS ALREADY EXISTING AT THE KOSZALIN
SUBZONE OF SSEZ
Nordglass Sp. z o.o. (Polish capital).
Manufacturers of vehicle windscreans, employing
220 people.
Jakob Hatteland Assembly (Norwegian capital).
Manufacturers of marine monitors and computers.
Finishing works and plant machinery fitting are
in progress. Expected employment 100 people.
12 Linea Flag Factory (Polish capital).
Manufacturers of flags and masts employing 64
people.
Romex (Polish capital). Manufacturers of milk
tankers and steel tanks, employing 33 people.
Elfa Polska Sp. z o. o. (American capital).
Manufacturers of creative storage systems, racks
and sliding doors. On 5 December 2005 the
investor bought a plot of land featuring 2.0881
ha. Expected eployment 160 people.
Ajcon Sp. z o. o. their investment plan
comprises construction of a logistic centre for
food industry. On 5 December 2006 the company
bought 9.1465 ha and declared minimum emloyment
of 20 persons.
13Produs Retail Technology Sp. z o. o. (German
capital). Manufacturers of metal and wire
products, in particular shop and warehouse
equipment (trolleys, tables). On 24 March 2006
the company bought the plot of 5.2168 ha.
Expected employment 80 persons.
On 6 November 2008 Ter Plast ABJ, a
Koszalin-based company, Intending to manufacture
plastic products for the motor industry, bought
1.9 ha of land to build a plant that will employ
30 persons.
On 28 July 2009 a Portugese investor, Jeronimo
Martins Dystrybucja S.A., bought in total over
9.5 ha of land to build in the Subzone area their
logistic centre to serve Biedronka retail shops
network at the West Pomerania. Expected target
employment 300 persons.
14Chelmska Hill the highest and only moraine hill
in the Middle Pomerania an area featuring in
total 13.21 ha earmarked for a recreation, sports
and gastronomic investment, located in a scenic
forest complex.

services and allow for better use of
Municipalitys and regions tourist potential.
16CURRENTLY APPLICABLE PHYSICAL DEVELOPMENT PLANS
Currently applicable local physical
development plans for Koszalin (22 plans) cover
54.44 (i.e. 2 450 ha) of citys investment
area. There are 9 new plans and ammendments
to old ones in total 31.64 (i.e. 1 429 ha) in
the process of development with the planning work
completion deadline fixed for the end of 2009.
In total, till the end of 2009, the plans will
cover approx. 80 of citys investment area.
17TAX PREFERENCES AND EXEMPTIONS
At the territory of Koszalin Subzone the Slupsk
Special Economic Zone
Exemption from Corporate Income Tax by way of
investment outlays made or creation of new jobs
max. up to 60 depending on company size. Local
rates (real estate tax) exemption as per the de
minimis rule.
At other Minicipalitys territories
In 2003, by virtue of Resolution No V/61/2003 of
Koszalin Municipal Council, 4 categories of local
rate exemptions for max. 3 years were implemented.
After adjustment to the ammended provisions of
the Polish and European law, currently applies
Resolution No XXX/331/2008 of 18 December 2008
regarding exemption of real estate tax granted by
the Municipality of Koszalin under the regional
investment aid to support new investments.

19 TECHNOLOGICAL PARK PUTTING IN OPERATION
The joint project of the Technical University of
Koszalin and Municipality
The Technological Park was established, at the
first stage, in Universitys building at ul.
Partyzantów. The next stage will comprise
development of Universitys campus at ul.
Raclawicka.
Investors of the advanced and clean technologies,
who employ qualified specialists and create
innovative products and services of high added
value, will be invited to operate in the
Technological Park. . The first company to
operate in the Park is REC Research and
Engineering Center representing the modern IT
sector producing industrial software.
20ECONOMIC PROMOTION
- A new portal for prospective investors being a
showcase of the city, containing comprehensive
information on Koszalin Municipality investment

- Municipality of Koszalin submitted itself to a
rating procedure
There are very few things to raise foreign
investors trust apart from an opportunity to read
an objective, external assessment of the economy,
finances and loan credibility of a city conceived
by a rating company enjoying worldwide
reputation. Koszalin decided in 2004 to ask for
ranking verification to be performed by FITCH
RATINGS, an international company, which awarded
the City with BB rating. On 13 December 2007
FITCHs rating committee increased citys rating
to higer level of BBB- with rating perspective
assesment as stable. FITCHs rating was
maintaned also in their announcement of18
December 2008.

23RAISING EXTERNAL FUNDS
The most important investment projects in the
city are connected with the issue of raising of
external funds for project accomplishment. Due
to the efforts of the Mayor, we managed to put in
the indicative list of the Individual Key
Projects of the Regional Operational Programme of
West Pomeranian Province the most important
citys investment projects. This means getting a
guarantee to obtain financial support for such
projects in the out-of-competition way.

projects whereof 7 belong to the Municipality of
Koszalin and they are
Development of the Organised Investment and
Industrial Activity Zone in Koszalin Estimated

Reactivation of Zegrze Pomorskie
airport Accomplishment of the first stage of
airport reactivation comprising the essential
investment works EUR 18 milion (EUR 9 milion of
financial support).
Show and sports hall for 3 000 spectators Joint
venture of the Municipality and Technical
University of Koszalin. Project total value EUR
13.8 milion. EU funds 40. Ministry of
Education grant EUR 9 milion.

an external road ring of Koszalin I stage, the
section from Gnieznienska Street to BoWiD

Nicolas Copernicus Provincial Hospital in
Koszalin modernisation Project value EUR 14.82
milion (whereof EUR 8.14 milion by way of
financial support). The hospital owner is the
West Pomeranian Province, not Koszalin
Community, but this project is of huge
significance for the city .

The China International Institute of
Multinational Corporations controlled by the
Ministry of Commerce of the Peoples Republic of
China awarded on 18.11.2007 in Bejing to
Koszalin, as the only city in Poland, the title
of one of the several best foreign cities for
investment by Chinese enterprises in recognition
of creation of perfect environment for
investors.
