THE AIM IS TO PROVIDE A STATUS REPORT REGARDING
THE WITHDRAWAL OF SANDF SUPPORT TO THE SA POLICE
SERVICES
4HISTORIC OVERVIEW
- IN THE STATE OF THE NATION ADDRESS DURING
FEBRUARY 2003 PRESIDENT MBEKI SAID - MEASURES WILL BE TAKEN TO ENSURE THAT THE
STRUCTURES MEANT TO SUPPORT THE SECURITY
AGENCIES, SUCH AS THE COMMANDOS ARE PROPERLY
REGULATED TO DO WHAT THEY WERE SET UP FOR. IN
THIS REGARD IN ORDER TO ENSURE SECURITY FOR ALL
IN THE RURAL AREAS, INCLUDING FARMERS, GOVERNMENT
WILL START IN THE NEAR FUTURE TO PHASE OUT SANDF
COMMANDOS, AT THE SAME TIME AS WE CREATE IN THEIR
PLACE, A NEW SYSTEM WHOSE COMPOSITION AND ETHOS
ACCORD WITH THE REQUIREMENTS OF ALL RURAL
COMMUNITIES.

14JOINT CRIME COMBATING OPERATIONS
- TO DETERMINE CRITERIA FOR THE CONDUCT OF
EXCEPTIONAL CRIME COMBATING OPERATIONS WHERE
SUPPORT FROM THE SANDF IS REQUIRED IN FUTURE. - 2. DEVELOPMENT OF A DRAFT MOU BETWEEN SAPS AND
SANDF TO SPELL OUT CRITERIA UNDER WHICH
CIRCUMSTANCES THE SANDF WILL SUPPORT THE SAPS.

- 4. DRAFT MOU TO BE PROCESSED THROUGH JOINTS TO
JCPS CLUSTER FOR APPROVAL. - 5. OPERATIONAL PROCESS OF ALL JOINT CRIME

FY04/05 AND TO BE COMPLETED BY MARCH 2010. - 3. IN EXCEPTIONAL CASES SANDF WILL DEPLOY FOR
SHORT PERIODS WITH SPECIALISED ASSETS BASED ON
INT.
21FUTURE ROLE OF SANDF - PHASED APPROACH - CONT
- SANDF WILL CONTINUE TO USE ITS INHERENT
CAPABILITIES TO SUPPORT OTHER DEPARTMENTS. - 5. SA AIR FORCE AND SA NAVY WILL CONTINUE TO
SUPPORT SAPS, WHERE IT WILL BE INAPPROPRIATE FOR
SAPS TO BUILD SUCH CAPACITY (eg AIR LIFT AND
MARITIME PATROLS).
22OUTSTANDING ISSUES/RISKS
- 1. COMDO MEMBERS WILL ONLY BE CONSIDERED FOR
PERMANENT APPOINTMENT IN VACANT SAPS POSTS OR AS
SAPS RESERVISTS IF THEY MEET THE SAPS
REQUIREMENTS. - FUTURE OF PREDOMINANTLY 16 000 BLACK COMDO
MEMBERS WHO ARE OTHERWISE UNEMPLOYED, IS A CAUSE
OF CONCERN, SEEING THAT SAPS RESERVISTS ARE
CURRENTLY NOT REMUNERATED.

- COMDO MEMBERS ARE CURRENTLY REMUNERATED WHEN
CALLED UP. - 4. COMDO MEMBERS ARE THEREFORE UNLIKELY TO
VOLUNTARILY RENDER SERVICES AS SAPS RESERVISTS AS
THERE IS PRESENTLY NO FINANCIAL INCENTIVE TO DO
SO.

COMMUNICATION PLAN.
25THE WAY FORWARD
- JCPS CLUSTER ENDORSED THESE PLANS FOR
IMPLEMENTATION ON 2ND NOVEMBER 2004. - 2. A JOINT SANDF/SAPS IMPLEMENTATION TASK TEAM
HAS BEEN APPOINTED FOR THE IMPLEMENTATION AND TO
MINIMISE RISK OF CREATION OF A POSSIBLE SECURITY
VACUUM.
26THE WAY FORWARD - CONT
- 3. JOINT TASK TEAM IS CURRENTLY VISITING THE
PROVINCES AND ASSISTING WITH THE ROLLING OUT OF
PROVINCIAL JOINT IMPLEMENTATION PLANS. - 4. SA ARMY HAS OBTAINED MINISTERIAL AUTHORITY
FOR THE CLOSURE OF THE FIRST 17 COMMANDO UNITS
AND 2 GROUP HQs.
