RD organization is alowed to perform, along
with RD, other acitivities directed to
comercialization of RD results, under condition
that this activites will not imperil quality of
RD work Science Law 2005.

Findings I ? RD system practically has no
contributions to economic development of
Serbia ? RD system exists independently from
needs and necessities of economy in Serbia.

• Number of RD organizations has decreased from
  late 80s until 2004
• Number of RD organizations in BES permanently
  less than number of independent (govt.)
  institutes
• Income from RD activities has decreased in
  2004 this share is only 21,59 of RD
  organizations total income!
• Total number of employees in RD sector has
  decrease until 2000. Since than, this number is
  increasing every year!
