• Support system reforms at policy level in the
  field of HCD (Education/training and Employment)
  in a LLL perspective
• A Centre of expertise

• Providing information, policy analysis and advise
• Promoting knowledge and analysis of skills needs
• Supporting stakeholders to build capacity
• Facilitating the exchange of information and and
  experience among donors
• Support the delivery of Community assistance
• Encouraging networking and exchanges between the
  EU and the Partner Countries
