• Objectives
• To improve the quality of issued patents
• To aid in training examiners in patentability
  determination
• To foster communication between different art
  units

• Conducted prior to allowance
• Mandatory for all junior examiners
• Examiners on the Full Signatory Program may be
  excluded
• Voluntary for all primary examiners

• Track commonly missed issues detected in
  conference, which result in non-allowance
• Use any trends of common issues detected in
  conferences to develop training

• Objectives
• To improve the quality of issued patents
• To foster communication between supervisors in
  different art areas

Second Pair of Eyes Reviews

• Comprehensive review of ALL allowances
• Extended monitoring and analysis of any patterns
  of errors which indicate a trend or general
  quality problem
