PROJECT OVERVIEW
  • Montana Department of Environmental Quality/Mine
    Waste Cleanup Bureau (DEQ) is proposing to remove
    263,500 cubic yards (cy) of coal waste materials
    located primarily on land between 5th street and
    Belt Creek.
  • Coal waste materials will be placed in an
    constructed repository located the bench
    approximately 0.5 air miles to the southwest of
    the project.

PROJECT OVERVIEW
  • Excavated areas will backfilled with 1-foot of
    amended cover soil and fertilized and seeded.
  • Repository will be capped with a geosynthetic
    liner and 3-feet of soil and fertilized and
    seeded.
  • Cover soils will be obtained from the repository
    excavation and imported from an off-site
    location.
  • Repository will encompass 8 acres.

  • Project is expected to be completed in 7-months

  • Contractor work hours will be from 700 a.m. to
    500 p.m. Monday through Friday.

  • MDT property - approximately 189,000 cy
    encompassing 8 acres
  • Private property - 61,600 cy encompassing 6 acres
  • Wetlands 8,500 cy encompassing 1.6 acres
  • French Coulee Drainage Channel approximately
    3,300 cy encompassing 1.1 acres

HAUL ROUTES CONSIDERED
  • Haul road crossing Burlington Northern Santa Fe
    (BNSF) rail line.
  • Use off-highway haul trucks, along 5th, Castner
    and part of Anaconda construct new haul road by
    City water tanks.
  • Use on-highway haul trucks (semis) along 5th,
    Castner, Anaconda and Highway 200.

HAULING
  • The hauling of the waste materials and cover
    soils will be completed using conventional
    highway semi trucks and trailers.
  • Between 5 and 10 trucks will likely be used.
  • Round trip from waste area (beginning at 5th
    Street) will take between 30 to 45 minutes.

TRAFFIC CONTROL
  • Contractor will be required to have flag persons
    present during hauling operations.
  • Contractor will be required to obey all posted
    speed limits.

  • Each truck will complete 12 trips per day. (based
    on a 40 minute round trip).
  • Traffic delays at Castner Street (BNSF underpass)
    is expected to be less than 3 minutes.
  • Road dust will be controlled using magnesium
    chloride (MgCl2).

ROAD IMPROVEMENTS
  • To improve sight distance on Anaconda Street near
    the Northwestern Utility Substation the road
    would be lowered 5-feet over a 570 foot section
    of road.
  • Replacement of 2 existing culverts.

  • Replacement of the existing asphalt on Anaconda
    Street (approximately 1,300 feet).
  • Replacement of existing asphalt on 5th Street
    (approximately 500 feet).
  • Asphalt would be replaced at the conclusion of
    the hauling operations.

  • To improve safety along the haul route roadside
    vegetation would be trimmed back at the following
    locations
  • Intersection of Castner and Anaconda Street
    (southwest corner).
  • Intersection of Castner and 5th Street (northwest
    corner in front of STOP sign).
  • Eastbound entrance to BNSF underpass (southwest
    corner).
  • Roadsides along Anaconda Street.
