For limited quantities, the HMR requires labels
by air, in harmony with ICAO

Under ADR, if multiple UNs are in a single
package, the LQ mark may be used.

  packaged for retail sale or distribution for
  personal or household consumption are not subject
  to the requirements of ADR
• Applied to 36 entries in the ADR Dangerous Goods
  List
