1. Continue to build the case.
2. Build new alliances.
3. Create areas of consensus.
4. Create space for governments and institutions to
   act.
5. Seek partnerships based on POTENTIAL for
   developing and influencing based on shared values
   rather than short term, coincidental, overlap of
   objectives
