2CBD REVITALISATION
THE CITY OF CHOICE
- Msunduzi is a municipality in the Midlands of
Kwazulu- Natal covering an area of 630 km² and a
population of some 650 000 people. - This City is the economic hub of the Midlands
region, accounting for 90 of the turnover in the
area. The aluminium, leather and furniture
industries are its main employers. - The City is also the commercial and shopping hub
of the area with a 40 000m² regional shopping
centre and a number of supporting local shopping
centres. - The Citys CBD is the primary node in the
midlands region and its continuing vibrant good
health is key to job creation in the area.

- The municipality has moved swiftly to improve the
quality of the CBD and has instituted a programme
of revitalisation and renewal using the concept
of the City Improvement Districts (CID) and the
Urban Development Zone (UDZ). - This programme has been formulated through
partnerships and consultation with the business
sector and the local community. - The nature of the programme includes
- The establishment of two CIDs.
- The re-planning and urban design of various areas
of the CBD. - The establishment of an Urban Development Zone.

- ESTABLISHMENT OF TWO CITY IMPROVEMENT DISTRICTS
(CIDs) - In close consultation with the business community
and land owners, through a series of public
meetings two CIDs based on the Church Street
area were established. - The Mall CID is bounded by Market Street,
Pietermaritz Street, Chapel Street and Longmarket
Street. - The Downtown CID includes all properties fronting
onto Church Street between Garfield and East
Streets. - Both CIDs are on the point of registration by
the municipality. - The municipality has made a total amount of some
R4,3 million available for planning and
implementation in the CID areas.

- As part of the R4,3 million made available by the
municipality, the following projects are being
planned and undertaken. - Church Street Upgrade (Downtown)
- Church Street Mall Lanes Area Upgrade
- Railway Station Area
- Inner City Residential Strategy
- Dorpspruit Waterfront

URBAN DEVELOPMENT ZONE (UDZ) In terms of the
Income Tax amendment Act, property owners and tax
payers can now write-off the total cost for
refurbishment of existing buildings over a period
of 5 years and the total cost for new buildings
over a period of 17 years. These benefits are
only available in a UDZ. Msunduzi is one of 16
municipalities allowed a UDZ. This area has been
identified and negotiated with the National
Treasury, approved by the Minister of Finance and
published in the Government Gazette last year.

CONCLUSION The Citys investment in the
revitalisation of the CBD will result in the
re-design and upgrading of the urban
environment. The rates levy for the CIDs will
result in the improved maintenance on the CID
areas. The UDZ will attract new investment and
transform a historic and unique central area into
the vibrant heart of the Midlands region over the
next five years.
