1 - What is the role played by cohesion policy in
rural areas?
- Rural development" is a responsibility shared
between 2nd pillar of CAP and cohesion policy - A significant an increasing budget effort of
cohesion policy in rural areas gt doubled
ERDF contribution from 34 Bn (2000-06) to 71 Bn
(2007-2013) while CAP's 2nd pillar (EARDF)
progressed by half from 62 Bn (2000-06) to 91
Bn (2007-2013) gt today about 20 of the
cohesion policy budget goes to rural areas - Many reasons justifying the role of cohesion
policy for rural development (key challenges
faced, several functions fulfilled , potential of
innovation and competitiveness, population
movements)
2 How to achieve a stronger coherence between
policies and between Funds?
- Evaluation of coordination mechanism
(demarcation lines) implemented at regional level - Need of a more integrated approach a better
harmonization of rules in programming and
implementation - Conclusive ideas (just as basis for further
reflection) - transfer of axis 3 4 of 2nd pillars CAP into
cohesion policy - rural earmarking of all sectoral funds
contributing to territorial cohesion - creation of a territorial cohesion fund with
a part allocated to rural areas
