practical experience about transfer methodology

transfer methodology in another specific field

RUR_at_CT network will provide database with good
practices analyzed in terms of transferability
This issue is fundamental for justifying the
relevance of the project (according to JTS)

Cooperation in mainstream programmesArticle

General framework

• A specific priority for interregional
  cooperation can be included in Objective
  Convergence and Competitiveness programmes
• Will allow cooperation between Objective
  Convergence and/or Objective Competitiveness
  regions
• Interregional cooperation covers topics common
  to the regional programmes concerned
• Each project partner funds its own activities
  from its respective programme
• Modalities are organised by the authorities of
  the programmes concerned

1 - What is the role played by cohesion policy in
rural areas?

• Rural development" is a responsibility shared
  between 2nd pillar of CAP and cohesion policy
• A significant an increasing budget effort of
  cohesion policy in rural areas gt doubled
  ERDF contribution from 34 Bn (2000-06) to 71 Bn
  (2007-2013) while CAP's 2nd pillar (EARDF)
  progressed by half from 62 Bn (2000-06) to 91
  Bn (2007-2013) gt today about 20 of the
  cohesion policy budget goes to rural areas
• Many reasons justifying the role of cohesion
  policy for rural development (key challenges
  faced, several functions fulfilled , potential of
  innovation and competitiveness, population
  movements)

2 How to achieve a stronger coherence between
policies and between Funds?

• Evaluation of coordination mechanism
  (demarcation lines) implemented at regional level
• Need of a more integrated approach a better
  harmonization of rules in programming and
  implementation
• Conclusive ideas (just as basis for further
  reflection)
• transfer of axis 3 4 of 2nd pillars CAP into
  cohesion policy
• rural earmarking of all sectoral funds
  contributing to territorial cohesion
• creation of a territorial cohesion fund with
  a part allocated to rural areas

• No consensual position on that issue (only 8/19
  Regions are favourable)
• Not a priority at that stage of RUR_at_CTs
  evolution
• Make sense if RUR_at_CT would act as programming or
  project body
• Reflection to be postponed for the future of the
  network after 2013
