Metrics Life Cycle Need for Archive Policy
  • Metrics Life Cycle
  • Metrics are reported by REASoN and ACCESS
    Projects now, will be reported by MEaSUREs
    starting in FY2009.
  • The Metrics Life Cycle has two phases
  • Active Phase while projects are active, metrics
    are used to measure their progress each
    projects metrics are maintained on-line
    accessible to that project and NASA (and NASA
    support) staff
  • Archive Phase after projects are completed,
    project metrics individually and collectively
    provide a historical record, and allow
    retrospective analysis of the programs as well as
    individual projects.
  • MPARWG (in October 2007) recognized the value of
    this historical record, and called for a formal
    Metrics Archive Policy statement.
  • An Archive Policy was formulated and circulated
    to the MPARWG for comment in April 2008, then
    recommended to NASA HQ in May, 2008.
  • The next two charts present the recommended
    Archive Policy.

  • Community Data Systems are funded by periodic
    calls for proposals and selection through a
    peer-review process.
  • They exist for a specified finite duration during
    which they operate, produce data products and/or
    provide services.
  • Metrics that measure their productivity
    (quantities of processed and distributed data,
    numbers of users, impact on society, etc.) are
    collected regularly by NASA for the duration of
    their funding.
  • These metrics are a valuable historical record of
    overall performance of the NASA programs related
    to data systems.
  • The Archive Policy provides guidelines for
    maintaining the metrics data after the periods of
    performance of the individual funded community
    data systems.

  • Metrics Archive Policy
  • All metrics data collected shall be saved
    permanently, in accordance with Privacy Act,
    Paperwork Reduction Act, and NASA policies.
  • This includes, but is not limited to, keeping the
    data in an area that is not subject to outside
    access (i.e., not connected to any network), and
    password protected inside the storage machine.
  • Access for analysis will be granted on a case by
    case basis by the individual(s) managing the
    metrics activity when written (including email)
    requests are made.
  • Currently, those individuals are the Coordinator
    of Earth Science Data System Working Groups and
    the NASA Civil Servant Co-Chair of the Metrics
    Planning and Reporting Working Group.
  • Metrics will be archived in a format that
    facilitates analysis via common spreadsheet
    programs, e.g. Excel, and Impact Metrics will be
    archived in their original format (jpeg or pdf).
  • Any changes to technical aspects of
    implementation of this policy must be approved by
    NASA Civil Servant Co-Chair of MPARWG.
