- Advocacy, awareness raising and training to
promote the rights of women and children

children - Training for torture prevention of key personnel
and rehabilitation activities of torture victims - Specific target groups for training and advocacy
may include NGOs, local and national
decision-makers, judicial, legal, prison and
police officials, media and the general public - Priority to reach remote areas
- Institutional sustainability (training of
trainers), links between organisations involved
in advocacy or awareness raising highly
encouraged

- Advocacy and awareness raising to promote
- the rights of minorities, indigenous peoples and
groups facing discrimination on grounds of
racial, ethnic, caste or religious background - adoption of anti-discriminatory legislation and
policies at the national level - fair representation and participation of all
ethnic and religious groups at all levels of
decision-making - Development of community groups and positive
media engagement highly encouraged - Civilian crisis management training

- Thematic priority Campaign 2 Fostering a
culture for human rights - Implemented by non-profit independent
organisations - NGOs or higher education institutions eligible to
apply - Applicants must have their headquarters in EU
Member States or exceptionally in another country
eligible for the Call (e.g. Pakistan) - Applicants can act individually or in a
consortium - Grants from 300.000 ( 150.000) 1.500.000
- EC funding 80 maximum, 50 minimum. Applicants
funding at least 20 - Grants awarded through global Calls for Proposals
open to EU and partner countries (1 year process) - Managed by EC headquarters in Brussels, EC
Delegations consulted - A total of 43 countries eligible under Campaign 2
- Next Call for Proposal expected to be published

- EC funding 90 maximum, 50 minimum. Applicants
funding at least 10 - Grants awarded through local Calls for Proposals
managed by the EC Delegation in Islamabad - Next Call for Proposals expected to be published
in spring 2006 - Activities must be implemented in Pakistan

- has a focused area of intervention
- addresses the priorities of the Call for
Proposals - has a clear description of activities
(methodology, plan of action, monitoring system) - has a well built logical framework analysis
- has a sound budget
