• Issue Non-delegation of the FMS causes delays
  for modification approvals
• Background Historically the approval of Flight
  Manual Supplements has not been delegated. In
  cases where the FMS is of a routine nature,
  i.e. for a system installation that is not novel
  or unique, it would be of great benefit to
  industry to have FMS approval delegated to a DAR
  or DAO. Also the concept of a pre-approved FMS
  should be explored.

• AEA 03-05 Recommendation
• TCCA is requested to review their policy on FMS
  approvals, and revise this policy to allow for
  DAR/DAO approval of FMSs under certain
  circumstances.

• Current Situation
• Flight Manual approval delegation very limited,
  even for major manufacturers
• Administrative / editorial only
• Review and approval by FT division ensures
• Awareness of what is being done with products
• Operational requirements taken into account
• Crew workload and human factors issues are
  addressed
• Manuals contain engineering requirements
• Most FMS for STC LSTC handled without FT Div.

  since agenda item raised.
• Wide variance of opinion, with Flight Test being
  the most conservative and Engineering being
  mixed.
• Final discussion on Tuesday

• Considerations
• Scope will be limited
• Review process will be put in place to monitor
• Types of modifications under consideration are
  those that would be handled in the region any
  that involve flight test would not be a candidate
• Better advisory material will be developed and we
  may use workshops if necessary
• Delegates will be encouraged to contact FT Div if
  there are any concerns or questions

• OUTCOME from Tuesday
• Policy and guidance on delegation of FMS
  approval, with limitations, will be developed
• Limitations will be discussed -
• LSTC only, for avionics installations
• Normal category aircraft
• Single systems, single model (no AML)
• No non-system aircraft limitations, handling or
  performance changes
• FMS Review process initially 100 in Regions
  along with Flight Test division
• Delegate appointment will be coordinated Reg/HQ
• So, that looks after exploring delegation
  options

• What about the concept of pre-approved FMS?
• This was discussed.
• Not sure if it is a viable legal or practical
  option.
• Will get a legal opinion.
• Necessary with the delegation we have just
  discussed?
