    an update on Training Support System
    Review/Mission Essential Requirements Review
    (TSSR/MER) issues captured during the May 2008
    SCoE TSSR/MER and establish the way ahead for the
    FY09 TSSR.

Issue SCoE BC Training Strategy
(07-01-BC-SCoE) Discussion The current SCoE BC
training strategy addresses pooling of assets to
support multiple-like BC requirements across the
installation in support of institutional and
operational tenant unit requirements
(Lee/Eustis). There is a disconnect between the
VCSA guidance (ACP Update on 17 Apr 08) and the
emerging BCTS as to the responsibilities of CoEs
in training Operational Forces. Currently
DAMO-TRS has only validated Installation
(Lee/Eustis) requirement SCoE support of POIs
(Lee/Eustis/Jackson (future)) DAMO-TR has not
resourced requirement to provide pre-deployment
training support to TSC, ESC etc.
  • STATUS Re-done draft BCTS is out for AO level
    staffing before being resubmitted. Institutions
    will have some limited Operational Training
    responsibility as directed by TRADOC.

  • Programmed MCA (Log U, PN64349) is a
    projected SCoE BSC facility to support school
    POIs.
  • BCTC is for tenant Operational units on Ft
    Lee and Ft Eustis. It is not a SCoE BSC
    facility. New FY 15 Operational BCTC MCA project
    competing in FY10-15 POM. Based on DP 91, BCTC
    Design Board consult with garrison and units to
    determine operational facility requirement.
  • STATUS BCTC requirement for Fort Lee was not
    validated on the FY10-15 POM. Will re-compete in
    FY12-17 POM. CAC-T, CTD and NSC reviewed the BCTC
    facility requirements for training ESC/BSC type
    units. Recommendation of increased building size
    resulted and was briefed to Mr. Moore.

    (local distant). Considerations should also
    include Video, Wireless, Voice over IP, Video
    Teletraining and Teleconferencing, Voice

    Classified nets and Satellite coverage.

Issue Gaming Technology (GT) to enhance or fill
training gaps in institutional POIs.
(08-02-BC-SCoE) Discussion Initial focus of
this discussion is AIT however, GT capabilities
should be applicable beyond AIT and SCoE. Some
CoE POI training gaps are thought to have a
gaming solution. These gaps need to be clearly
identified before determining if they are
suitable for GT. Need an authoring SW-based
capability that allows SCoE to easily create and
edit scenarios/vignettes to satisfy SCoE training
objectives. Would require a multi-media device
(e.g.laptop, PDA, Game-boy).
  • STATUS The Gaming Program of Record (POR) is
    currently fielding the Gaming Product Line,
    scheduled completion is SEP 09. The primary
    education and training application is VBS2 in the
    Gaming product line.

iscussion Due to BRAC-COE increased training
load and the consolidation of AIT on Ft. Lee
(from Ft. AP Hill, APG, Redstone Arsenal, Ft.
Eustis), the installation has identified a
requirement for a range control facility capable
of conducting 24 hour operations, needed to
control the live fire range complex. This is
especially critical due to the close proximity of
major civilian thoroughfares and urban
encroachment (Hopewell, Colonial Heights, Prince
George, and Petersburg).

Issue Basic Electronic Maintenance Trainer
(BEMT) reset planning (08-09-SP-SCoE) Discussion
BEMT Trainers require reset starting in FY11.
Redstone, APG, and Edgewood need to be reset at
Ft Lee (vice moving old systems or being reset
prior to the move to Lee). The same is true for
Knox systems moving to Ft. Benning. Current
on-hand/required for each location are Redstone
(OMEMS), 220 APG (OMMS), 239 and, Knox, 74.
The Ft. Lee BRAC Team must validate total
requirement for BEMT at Ft. Lee to ensure reset
and refresh in conjunction with moves. 13
additional instructor station required at Ft. Lee
to meet 322 configuration. (448/28) for 14 BEMT
classrooms in Building C-3 at Lee.

HOTS upgraded (currently, A1 version is on hand).
PM is aware of requirement. Requirement is
currently not funded. Currently Redstone uses
actual turrets to conduct training, but lacks the
ability to insert faults for troubleshooting.

(08-02-SP-SCoE) Discussion Virtual Welders
were purchased by OMMS. Need sustainment
funding. Purchased off the shelf by OMMS. Eight
student stations and one instructor station. Has
been online for a yearmanufactures warranty has
two years left on it. Support runs out in June.
No requirement document. Trying to link to SEW
STRAP.
  • STATUS Recommend closing the issue. Virtual
    Welder supports MOS 44B, which is undergoing
    consolidation. In addition, manufacturer of the
    Virtual Welder has undergone a merger and may not
    support the device. As part of the analysis for
    the MOS consolidation and Skills Based Training,
    we will relook requirements.

Issue M109A6 Panel Trainers are out of date
(08-03-SP-SCoE) Discussion The M109A6 Panel
Trainers became outdated when the turrets were
modified several years ago. USAFAS, with input
from USAOMMS, is developing the requirements to
replace the outdated panel trainers with virtual
3-D desk top trainers. PM HBCT is working the
funding for the new trainers with PM FSP.
  • STATUS Unfunded requirements for the M109A6
    included in FY10-15 POM review. Efforts include
    coordination with PEO STRI Customer Support
    Group. M109A6 cost estimates are 0.75M for
    Non-Recurring Expenses in FY11 and 1.6M in FY12
    for updates.

has fault insertion capabilities with Vehicle
Diagnostic Management Software (VDMS).

Issue A Bradley A3 Hands-On Turret Trainer
(HOTT) is required for future Bradley training
due to substantial number of Bradley A3 platforms
being fielded. (08-08-SP-SCoE) Discussion If
the future Bradley fleet will primarily be
composed of the Bradley A3 variant, it is
imperative that a HOTT be developed in order to
support turret training requirements. In addition
to a turret maintenance HOTT, a trainer for hull
maintenance training should simultaneously be
explored. IAW the M2A3/M3A3 System Training Plan
(STRAP) version 12.2 approved 8 April 2003,
provisions are outlined for maintenance trainers
in support of Ordnance MOSs
  • STATUS CG signed memorandum outlining Bradley
    Maintenance Training Strategy requirements.
    CASCOM hosted a Bradley Maintenance Training IPT
    on 18-19 Feb 09. Training equipment/device
    requirements were validated with PM, TCM and

Issue Sustainment for Major Assemblies used for
Maintenance Training (08-23-SP-SCoE) Discussion
Major assemblies (engines, transmissions,
transfers, etc) that are used for Maintenance
Training at APG, FT Knox and FT Jackson become
worn over time from the frequent disassembly and
assembly of the items. There are currently no
procedures in place to periodically refresh or
reset these items as we are now doing with the
TRADOC Equipment Modernization Plan. Procedures
need to be established and internalized to plan
for the refresh of these items.
  • STATUS Developed and submitted unfunded
    requirements to CASCOM. UFR is low on the
    priority list. Memorandum for Chief of Ordnance
    signature to request sustainment at PM level is
    in staffing.

Issue Basic hydraulics training capability.
(08-04A-SP-SCoE) Discussion A number of MOSs
require hydraulic training, much like basic
electronics training. The current hydraulics
system trainer is antiquated, and there is a
desire to explore the possibility of
incorporating basic hydraulics training
capabilities into the current BEMT system.
Current Hydraulic Trainer, device number 55-23,
is outdated. Leverage BEMT to incorporate
hydraulics training capability. Requires
Proponent to update the BEMT requirements
document (ORD, 99) to a Capability Production
Document (CPD) and update the System Training
Plan (STRAP). ATSC will provide Proponent
assist.
  • STATUS A two-day BEMT training strategy
    meeting was held from 21 - 22 Oct 08 at Redstone
    Arsenal, AL. Leveraging hydraulic training into
    the ORD was discussed during this meeting.

SBDEs driver training program consists of 23
hours of classroom and 17 of hours of live

Systems will support deployment training for up
to 3,395 FORSCOM personnel. It is anticipated
that 8 hours of live training will be replaced by
virtual training
