Future IMO work?
  • Goal Based Standards.
  • A whole new way to work.

21
Goal Based Standards
  • Tier 1 Goals
  • Tier 2 Functional requirements
  • Tier 3 Verification
  • Tier 4 Rules and Regulations (IMO Class)
  • Tier 5 Industry Standards
  • IMO GBS will govern tier 1-3.
  • GBS is NOT rules for ships it is rules for
    rules for ships.
  • IMO Rules Class Rules will govern tier 4.
  • Shipbuilding standards etc. will govern tier 5.

22
What is Class?
  • Classification Societies were originally
established as a guarantor between Shipowners and
    Insurance Companies.
  • Class produces rules for ship construction.
  • Class work on behalf of Flag States issues
    statutory certificates.
  • 10 largest class societies are members of the
    International Association of Classification
    Societies IACS.

23
Class
  • IACS has over the last 3-4 years been developing
Common Structural Rules (CSR) for Tankers and for
    Bulk Carriers.
  • This will terminate internal competition on
scantlings (i.e. thickness of steel plates).
  • The CSR are due to enter into force 1 April 2006.
  • It is anticipated that CSR for other ship types
will also be developed once experiences with the
    present CSR have been gained.
