Directive 2 Committee Designate NIB as the BSC
Program Executive Agent
  • NIB assumed the role of BSC Program Executive
    Agent (EA) August 2004.
  • During FY 2006
  • Reported on upward mobility plans
  • Tracked JWOD and Small Business goals
  • Tracked ETS catalog compliance
  • Continued internet reporting
  • Provided JWOD Program Marketing/Merchandising

Directive 3 NIB to Develop an Integrated
Operations and Employment Program
  • NIB collaborated with NISH to develop the IOEP
  • IOEP was submitted to Committee staff on
    September 29, 2004
  • IOEP was accepted by subcommittee
  • Considered the cornerstone of NIBs oversight of
    BSC Program
  • Continue to follow IOEP

Directive 4 NIB Report Pertinent Measures on a
Semi-annual Basis
  • 233 blind or severely disabled employees
    employed in retail service positions
  • 18 management positions filled by people who are
    blind
  • 61.2 million worth of JWOD products sold to
    federal customers 2 increase over FY 2005
  • Opened 2 new BSCs in FY 2006
  • FY 2006 another challenging year with continued
    deployments beginning affects of BRAC

Directive 6 NIB to Manage BSC as Business
Intelligence Channel
  • NIB received top 25 selling JWOD items from all
    BSC operators

Directive 8 Establish Upward Mobility
Employment Programs
  • All BSC operators developed upward mobility
    programs
  • 18 blind employees are full time managers in FY
    2006, an increase of 5 from FY 2005
  • More diverse job functions are being offered to
    blind or disabled employees such as Purchasing
    Agent, Assistant BSC Manager, BSC Manager,
    Customer Service Reps, Showroom Supervisor, and
    Sales Associate

Directive 9 Eliminate ETS From Base Supply
Centers
  • NIB has a full-time compliance specialist
    assigned to the BSC program
  • Every BSC operator has a compliance visit each
    year
  • Operators with multiple stores have 20 of their
    stores visited each year
  • Operators have 15 days to provide NIB with
    corrective action plan if offenses are found

Centers (contd)
  • 64 Compliance visits performed in FY 2006
  • 63 on NIB and NISH affiliated stores
  • 15 stores found completely free of ETSup from 5
    in FY 2005
  • 1 visit to Camp LeJeune a GSA operated store
  • NIB compares annual compliance results to ensure
    no repeat offenses
  • Average number of ETS items found per visit
    5down from 13 in FY 2005

Directives 11 12 Establish and Track JWOD
Sales Benchmarks
  • Benchmarks were set to achieve a baseline of 25
    JWOD to commercial sales while challenging stores
    to stretch for percentages 30 or higher
  • Benchmark formulas were coordinated with
    Committee staff

Prev Year JWOD Expected Growth 0 -10 minimum
of 6 11 -20 minimum of 4 21 - 30 minimum
of 2 31 - or greater minimum to maintain ration
  • Of the 126 stores NIB provided a benchmark, 94
    obtained their JWOD sales target
  • NIB evaluates submitted corrective action plans

Directives 13 Disseminating Best Business
Practices
  • NIB continued its membership with the National
    Retail Federation to stay in tune with retail
    industry
  • NIB keeps operating agencies informed on new
    Service initiatives i.e. Army BPA, AFMC Mandate
    Navy Mandate
  • NDEAM signage various celebrations NIB
    developed merchandising signage specifically to
    fit store gondolas
  • Although not mandated, NIB encourages stores to
    develop level III data reporting capabilities

Directives 16 Establish Comprehensive Small
Business Utilization Program
  • NIB and BSC operators agreed best approach is to
    adopt the DOD policy
  • DOD policy targets 23 of purchases will be made
    from certified Small Businesses
  • On average our stores purchased 29.9 of their
    stock from Small Businesses
  • 16 BSC operators were able to meet 23 goal
  • 7 BSC operators did not meet 23 goal-3 at 22

Directives 20 Replace existing MOAs with
No-Cost-Service Contracts
  • Most challenging Directive
  • Initial plan was to convert at time of MOA
    renewal
  • To date 53 BSCs have NCSC
  • NIB will focus on this initiative in FY2007
  • Any and all new BSCs must use NCSC

Directives 21 NIB to Establish Policy for
Non-Compliance
  • NIB Board created operations policy
  • NIB is directed to monitor and report on key
    issues such as blind employment and ETS findings
  • Non-compliance over a period of time will result
    in NIB recommending to the Committee a change in
    NPA or removal from the PL
  • NIB has received complete cooperation from all
    NPAs
